The grievor had previously submitted several grievances, many of which the Final Authority (FA) granted, and as a result, directed that specific actions take place. In this grievance, the grievor contended that his chain of command (CoC) had not implemented the grievance redress actions directed by the FA in prior grievances. The grievor also challenged the promotion practices within his unit, including his lack of promotion. As redress, the grievor requested that the FA direction in prior grievances be implemented, and that he be promoted to the next higher rank.

There was no Initial Authority (IA) decision in this grievance because the IA did not render a decision within the prescribed time limit.

The Committee found that some of the FA redress directions in the grievor's prior grievances were not fully implemented by the CoC. The grievor had been promoted substantively to the next rank at the time of the Committee's review of this grievance. However, the Committee also found that there was sufficient justification for the Canadian Armed Forces to explore an acting while so employed promotion for the grievor before the substantive promotion occurred.

The Committee recommended to the FA that an investigation be conducted regarding the overall compliance of the grievor's CoC with respect to the FA directions in prior grievances. The Committee also recommended that an audit be conducted with respect to officer promotions in the grievor's formation.
