The grievor challenged the decision that she could not recover the pay increments to the rank of Captain that she had accumulated as a member of the Reserve Force during her inter-component transfer under the Regular Officer Training Plan (ROTP). In her view, this decision disregarded the pay increments achieved in the Reserve Force at the same rank and had the effect of decreasing her salary and the amounts used to calculate her pension.

The Initial Authority found that the grievor's grievance had been filed beyond the prescribed time limits and that it would not be in the interests of justice to consider them.

The Committee found that, because the grievor had been transferred to the Regular Force through the ROTP, her rank had initially been correctly established as Officer Cadet, and that for future promotions, her training, experience and rank acquired in the Reserve Force had been taken into consideration. The Committee also established that the provisions relating to pay had been correctly applied to her situation. Given that the ROTP was the only plan offered, the Committee found that the grievor's case had been handled in accordance with the applicable provisions.

The Committee recommended that the Final Authority deny redress to the grievor.
