After several failures during his basic training, the grievor was released from the Canadian Armed Forces under item 5(d) of the table to article 15.01 of the Queen's Regulations and Orders for the Canadian Forces (QR&O). The grievor requested that the decision be reassessed, stating that he did not receive the support he could have benefited from and proposing that an action plan be implemented so that he could improve his skills.

The Initial Authority determined that the grievor's grievance had been filed outside the prescribed time period and refused to assess it.

The Committee found that the grievor had experienced various challenges during his basic occupation training and that he had failed several courses despite individualized instruction and action plans implemented to rectify the situation. The Committee noted that the member had failed to reach the operational functional point required to carry out his occupation and that he had continued to experience considerable challenges in passing his initial training. The Committee found that, despite sustained investment from his chain of command, it had been difficult for the grievor to make progress, and, consequently, the decision to recommend his release under item 5(d) of the table to article 15.01 of the QR&O had been reasonable and justified.

The Committee recommended that the Final Authority deny redress to the grievor.
