The grievor contested her unit command team's unwillingness to load her on a Rifle Section Commander Course (RSCC) after the course that she claims she was loaded in April 2020 was cancelled due to the COVID-19 pandemic.

The Initial Authority (IA) did not reach a decision within the prescribed time limits and, as per the grievor's request, the IA referred the grievance to the Final Authority.

The Committee found that in April 2020, the grievor was not a priority candidate for the RSCC as she had only had seven months experience as a Master Corporal, well short of the minimum time in rank to be promoted to Sergeant as per Canadian Forces Administrative Orders 49-5 – Career Policy – Non-Commissioned Member – Primary Reserve. The Committee noted that the next step in the grievor's professional development is the completion of the Infantry Section Commander Course (ISCC). The Committee recommended that if the grievor had not yet completed the ISCC, that she be a priority candidate for the next available course.
