The grievor challenged the fact that he was unable to retain his rank and pay increment when he transferred from the Primary Reserve (P Res) to the Regular Force (Reg F). The grievor indicated that he had followed the instructions provided by all personnel involved in his occupation transfer request, including that of doing a component transfer under the Continuing Education Officer Training Program (CEOTP) and that, despite this, the initial offer he received was modified the day before his release from the P Res and reflected a different rank and pay level. 

There is no initial authority decision on file since a decision was not rendered within the prescribed timeframe.

After a thorough review of all the provisions that might apply to the grievor's transfer to the Reg F, the Committee found that none of them mentioned that the grievor could not retain his rank and pay level to continue his pilot training. The Committee further observed that personnel involved in component transfers had misinterpreted several policies, which seems to have resulted in changes to the initial offer. The Committee found that the grievor should have joined the CEOTP as a general service officer, and then continued his pilot training.

The Committee recommended that the initial Reg F transfer offer be restored.
