The grievor submitted a request for financial support to participate in a Sport Karate Championship tournament. The request was denied due to fact that Sport Karate may include hits to head which met a disqualifying condition in the policy. The grievor felt aggrieved by both the Canadian Forces Morale and Welfare Services (CFMWS) lengthy decision-making process and the eventual denial of financial support.  

Though the request for support arrived at CFMWS late in the process, the Committee found that the decision not to support the event was made by the proper authority and in line with the intent of the Canadian Armed Forces Sports Program. The Committee also found that the grievor relied unreasonably on a large amount of external funding to support their participation in the event. The extent of possible funding should have been made clear to them from the start.

The Committee found that the grievor was aggrieved by the delays in the staffing of the request and false expectations raised by local Personnel Support Program staff. Yet, the grievor bore ultimate responsibility for the loss. The Committee recommended that the Final Authority afford the grievor some form of redress and that lessons learned be communicated to CFMWS
