New Interim Direction – Acting While So Employed (AWSE) Promotion

Issue
The Committee observed that the Canadian Armed Forces’ (CAF) promotion policy has been under review for several years with the expectation that a new Defence Administrative Orders and Directives (DAOD) on promotion will be the end result.
The Committee also noted that it may be several more months or even years before the DAOD is promulgated. Until that occurs, Canadian Forces General Message (CANFORGEN) 060/00 continues to stand as the existing framework for AWSE promotions even though it no longer reflects the CAF’s position on AWSE promotion. The outdated CANFORGEN compels affected CAF members to submit grievances because only the Chief of the Defence Staff (CDS) can waive promotion requirements.
The Committee found that, pending the promulgation of the new DAOD on promotion, the CDS should consider issuing interim guidance and direction on AWSE promotion by releasing a new CANFORGEN.
Recommendation
The Committee recommended that the CDS direct the release of a new CANFORGEN providing interim guidance and direction on qualifying and obtaining approval of AWSE promotions pending promulgation of the new DAOD on promotions.
Final Authority decision
The Final Authority (FA) agreed with the Committee's systemic recommendation that a new CANFORGEN be relesased, providing interim guidance and direction on qualifying and obtaining approval of AWSE pending the promulgation of a new DAOD on promotion. The FA provided a copy of his decision to the Chief of Military Personnel for consideration.
