Statement on Ukraine’s energy security

We, the G7 Energy Ministers, condemn Russia’s war against Ukraine, and its impact on their energy security. We reaffirm our unwavering support for Ukraine in defending its territorial integrity and right to exist, and its freedom, sovereignty and independence. We share our united support for Ukraine and the Ukrainian people, who have shown bravery and resilience in the face of continued adversity. We support Ukraine's path towards further European integration, one that prioritizes transparency and strong governance standards.
We condemn Russia’s direct attacks on Ukraine’s energy system, which continue to inflict devastating social, environmental, and economic consequences on the Ukrainian people, severely impacting the most vulnerable. Russia’s recent attacks on Ukraine’s natural gas infrastructure have created risks to communities and human lives, weakening civilian infrastructure and the energy security of the Ukrainian people.
We recognize the bravery and resilience of front-line energy workers striving to ensure power and warmth for Ukrainians this winter and condemn attacks that have caused significant casualties to energy workers carrying out emergency repairs.
The G7 will work to support Ukraine’s energy needs for its economy and its people. As such, we continue to support Ukraine’s efforts to repair and restore its critical energy infrastructure including through:
- Unified support and communication through the G7+ Ukraine Energy Coordination Group and the Ukraine Energy Support Fund, ensuring consideration to affordability, availability and reliability of energy sources.
- Continued support for the protection of Ukraine’s energy infrastructure.
- Continued support for the International Atomic Energy Agency (IAEA) in promoting nuclear safety and security in Ukraine and our full support for the implementation of its technical assistance program.
- A commitment to securing and diversifying interconnected energy supply chains.
- A commitment to support Ukraine’s pursuit of energy security through enhanced regional energy interconnections, and rebuilding of a reliable, resilient, efficient, affordable, and more decentralized energy system.
Rebuilding Ukraine is an enormous yet critical task requiring both public and private sector engagement and investment. Ukraine can serve as a model for energy security and innovation, notably in building a modern and resilient energy system. We recognize existing bilateral and multilateral actions in support of Ukraine’s sovereign decision to accelerate the development of a decentralized energy system.
The G7 continues to support the recovery of Ukraine’s energy sector through direct financial assistance, credit facilities, risk insurance, policy and resource alignment, as well as setting conditions for long-term private sector investment. This enabling environment will support efforts to urgently rebuild and stabilize critical infrastructure as well as longer-term reconstruction while addressing investor confidence in the energy sector and beyond.
Through unified platforms backed by nations supporting Ukraine and institutions such as the European Bank for Reconstruction and Development, and alignment of funds through the Ukraine Donor Platform, we are helping to stabilize critical infrastructure that will welcome private investment.
Complementing these efforts, energy-related sanctions on Russia are being enforced and we continue to take action to tighten measures and dismantle Russia’s shadow tanker fleets to curb war-related revenues.
We welcome the endorsement of the Statement on Ukraine’s Energy Security by Australia and Ukraine.
