The Honourable Mélanie Joly, Minister of Foreign Affairs, today announced that Canada is imposing sanctions against 20 individuals and 21 entities connected to Russia’s military-industrial complex and against 19 individuals and 4 entities in the Russian cultural and education sectors.
Canada and the Netherlands regret that the 19 and 20 July 2023 hearings before the International Court of Justice (ICJ) regarding their request for provisional measures to halt Syria’s ongoing acts of torture and other cruel, inhuman and degrading treatment or punishment has been postponed by three months at Syria’s request.
Canada has announced over $200 million for 15 projects under the SheSOARS (Strengthening Opportunities in Accessing Reproductive Services) initiative in more than 18 countries, with a focus on Africa.

Jacqueline DeLima Baril (BA Hons [Political Studies], Queen’s University; MSc [Global Development Management], Open University), started her international career in Belgium serving on the executive team of AIESEC International, a global non-governmental organization. This was followed by an assignment with the United Nations in Costa Rica before she joined the Canadian International Development Agency in 1998. Her career has spanned Asia, Africa and Latin America. At Headquarters, she worked in various senior officer positions on the mainland Southeast Asia program. Following the departmental amalgamation in 2013, she became the chief of staff for Southern and Eastern Africa and then the director of operations, planning and strategic coordination for Sub-Saharan Africa. Abroad, she served at Canadian missions in Vietnam, from 2007 to 2011, and in Honduras, from 2021 to 2023, as head of office, head of cooperation and consul.
"Canada strongly condemns the decision of the Russian Federation to withdraw its participation in the Black Sea Grain Initiative (BSGI) brokered by the United Nations and Türkiye as part of the Istanbul Agreements in July 2022. This reimposes a de facto blockade of Ukraine’s Black Sea ports, significantly affecting global food exports as well as security in the Black Sea.
Laird Garfield Hindle (BA Hons [Political Studies], University of Manitoba, 1997) joined the Department of Foreign Affairs and International Trade in 1999. At Headquarters, he has served as deputy director in the Development Policy and Institutions Division, the International Assistance Policy Coordination Division and the Eastern and Southern Africa Division. He has also worked in the Non-proliferation and Disarmament Division. He led the preparation of Canada’s first voluntary national review of the implementation of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals. Overseas, he has served in Nairobi and Tokyo.
