Prime Minister Stephen Harper today attended a celebration to mark the 100th anniversaries of both the Royal 22e Régiment and Valcartier Garrison. Prime Minister Harper is an honorary member of the Regiment.
On March 24, 2011, the Governments of Canada and Quebec announced the Canada-Quebec Accord, an agreement on the joint management of offshore resources in the Gulf of St. Lawrence. Since that time, the two Governments have worked together, negotiating final details and are in a good position to table the legislative framework to implement the Canada-Quebec Accord. The legislation is generally consistent with the existing Canada-Newfoundland Atlantic Accord Implementation Act and the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act.
The project, valued at $220 million, consists of building a new deep-water dock equipped with two ship loaders and two conveyor lines with an annual capacity of 50 million tonnes, meeting the global marine industry's most recent standards and latest innovations. Next year, this will be the largest mineral port in North America and the only port on the continent that can accommodate Chinamax vessels. The dock is built on piles on the Pointe-Noire sector of the Port of Sept-Îles.
The Government of Canada announced, in May 2014, new measures that, once implemented, will help to achieve a world-class tanker safety system in Canada. These measures build on recommendations from the Tanker Safety Expert Panel and other studies, and have been informed by engagement with provincial governments, Aboriginal groups, marine stakeholders and internal analysis by federal departments and agencies. Together, these measures demonstrate the Government of Canada's ongoing commitment to strengthen marine safety measures to protect the public and the environment.
Prime Minister Stephen Harper and Denis Lebel, Minister of Infrastructure, Communities and Intergovernmental Affairs and Minister of the Economic Development Agency of Canada for the Regions of Quebec, in the presence of Jean D'Amour, Minister for Transport and the Implementation of the Maritime Strategy, Minister responsible for the Bas-Saint-Laurent region and Minister responsible for the Gaspésie-Îles-Madeleine region, today announced that the Government of Canada and the Government of Quebec are in a good position to table the legislative framework to implement the Canada-Quebec Accord, signed in 2011, for the joint management of petroleum resources in the Gulf of St. Lawrence.
