The Government of Canada recognizes great opportunities for cooperation in science, technology and innovation (ST&I) with South Korea and views this as a key element of the bilateral relationship. An ST&I agreement with South Korea will allow Canada to build a lasting strategic framework with one of the world's most innovative economies and top funders of research and development (R & D). South Korea's gross expenditure on R & D in 2013 was KRW$59.3 trillion (equivalent to C$55.8 billion). South Korea benefits from a robust industrial R & D system with business enterprise expenditures on R & D as a percentage of GDP of 3.14 percent in 2013.

The Honourable Kerry-Lynne D.
