He studied at BostonUniversity (Boston, Massachusetts) and CarletonUniversity (Ottawa, Ontario), and received both an under-graduate degree in history/political science and a graduate degree in international affairs. He also pursued studies at l'Université de Bourgogne (Dijon, France).

Prime Minister Stephen Harper today announced that the five members of the Advisory Committee on Vice-Regal Appointments are now in place to begin the search for appropriate candidates to fill the position of Lieutenant Governor for Manitoba.
