Gender-based analysis plus

General information

Institutional GBA+ Capacity

The Parole Board of Canada (PBC) has a Gender-Based Analysis Plus (GBA+) Framework that serves as the PBC's statement of intent and seeks to build and sustain the practice of GBA+ through several streams. The Framework ensures that GBA+ is applied in all areas of the PBC’s policies, programs, and initiatives.

Disaggregated data related to federally incarcerated persons is based on information entered in Correctional Service Canada's (CSC) Offender Management System from which the PBC extracts demographic profile information. The PBC will implement the new employee self-identification form upon release by Treasury Board Secretariat in order to collect disaggregated data on the composition of the Public Service workforce. The PBC is conducting an employment system review for employment equity groups and 2SLGBTQI+ individuals to outline areas for improvement.

A PBC Accessibility Plan has been developed to improve programs and services by proactively identifying and addressing organizational accessibility barriers. 

Highlights of GBA Plus Results Reporting Capacity by Program
Conditional Release Decisions In 2023-24, the PBC will:
  • Implement the recommendations from the PBC Working Group on Diversity and Systemic Racism Report entitled Moving Towards Diversity, Equity and Inclusion, including the expansion of culturally adapted hearings for Black individuals;
  • Support staff and Board members in the application of overarching guiding principles that serve as a foundation for working with women during the conditional release process;
  • Continue to promote the implementation of Canada’s First 2SLGBTQI+ Action Plan; and
  • Plan a National Elder Gathering to identify best practices and opportunities to strengthen conditional release outcomes for Indigenous Peoples.
Conditional Release Openness and Accountability

Outreach is a corporate priority and significant progress has been made in bolstering engagement with communities and within institutions. Targeted outreach for 2023-24 includes women, 2SLGBTQI+, Indigenous, and other racialized people.

The PBC participates in many internal and external working groups and committees, such as the Chairperson’s Indigenous Circle, in order to remain informed and sensitive to the issues facing Indigenous Peoples. The PBC continues to enter into new partnerships with individuals representing various populations to inform policy and program development.

Record Suspension/Pardon and Expungement Decisions/Clemency Recommendations

All programs remove stigmatizing barriers of having a criminal record that allow people to pursue two of the pillars and goals: education and skills development and economic prosperity and participation.

Legislatively, these programs are not required to report on gender data, unless requested on an adhoc basis by the Minister of Public Safety.

The PBC continues to update all program application forms and implement internal database system changes with the addition of a third gender box - as a non-binary option to enable comprehensive gender data collection for possible future reporting.
