A1. Introduction

The purpose of the Access to Information Act is to extend the present laws of Canada to provide a right of access to information in records under the control of a government institution in accordance with the principles that appropriate government information should be made available to the public, that necessary exceptions to the right of access should be limited and specific and that decisions on the disclosure of government information should be reviewed independently of government.

In accordance with section 94 of the Access to Information Act and section 20 of the Service Fees Act, this annual report is prepared and tabled in Parliament.

Established on June 1, 2015, the Canadian High Arctic Research Station (operating as Polar Knowledge Canada) has the following purpose:

The Canadian High Arctic Research Station did not have any non-operational (“paper”) subsidiaries during the 2024-25 reporting period.

A2. Organizational Structure

The Canadian High Arctic Research Station is a departmental corporation, reporting to the Minister of Northern and Arctic Affairs and Minister responsible for the Canadian Northern Economic Development Agency. As a small agency, it has no full-time Access to Information and Privacy staff. All requests are dealt with by a staff member who fulfills the Access to Information and Privacy Coordinator duties on an ad hoc basis, with assistance from other staff as required. Proactive Publication requirements are fulfilled by each unit responsible functionally for the information with the consolidation and publications of this information being done by the internal Planning and Reporting team at the Canadian High Arctic Research Station.

The Canadian High Arctic Research Station was not party to any agreements under section 96 of the Access to Information Act during the reporting period, 2024-25.

A3. Delegation Order

The President and Chief Executive Officer (Deputy Head) of the Canadian High Arctic Research Station has not delegated any of their powers and responsibilities under the Act. 

A4. Performance under Part 1 of the Access to Information Act, 2024–2025

The Canadian High Arctic Research Station received 1 formal Access to Information request during the 2024-25 reporting period. The request was completed within the 16- to 30-day timeframe and disclosed in part.

2 consultations for other departments were received during the reporting period and 100% were completed within the 0- to 15-day timeframe.

There were no active requests or complaints at the end of the 2024-25 fiscal year.

A10. Monitoring Compliance

Polar Knowledge Canada incorporates measures to uphold the public’s right of access to information by embedding appropriate provisions in contracts. These measures are aligned with the Access to Information Act and relevant Treasury Board policies. The Canadian High Arctic Research Station’s procurement team receives training and support to ensure these clauses are appropriately applied. Legal services are engaged as needed to ensure compliance.

As the official responsible for completion timelines, the Access to Information and Privacy Coordinator is made aware of new and outstanding requests on a continual basis, and a request database is maintained to track deadlines and allow for effective monitoring. The Canadian High Arctic Research Station only receives limited to none Access to Information and Consultation requests each year, eliminating the need for rigorous monitoring. The Access to Information and Privacy Coordinator also monitors the timeliness, accuracy and completeness of proactively published information under Part 2 of the Act. A tracking database is maintained, and the Chief Financial Officer is informed should any issues arise.
