Message from Clerk Hannaford and Deputy Clerk Fox to deputy ministers, heads of separate agencies, and heads of federal agencies (April 2024)

Driving accountability on the Call to Action and on the renewed conversation on values and ethics

Dear Colleagues:

The work that we are collectively leading around the implementation of the forward direction of the Call to Action on Anti-Racism, Equity, and Inclusion in the Federal Public Service and on the renewed conversation on values and ethics is fundamental to the success of our institution. Our ability to serve, to solve complex problems, and to deliver results depends on us having a cultural foundation rooted in our values and ethics – one where employees feel valued and respected for their contributions. The Call to Action and the renewed conversation on values and ethics are intrinsically linked.

To accelerate progress and drive accountability, our efforts must be measured and communicated. Openly reporting on our progress is essential to build and maintain the trust and confidence of our employees and of those we serve.

We would like to gain a deeper understanding of the progress you have made on the implementation of the Call to Action and renewed conversation on values and ethics. Completion of the assessments will be an important first step. A frank assessment of where things are at is more important than perfection. We can make progress only if we are candid about our efforts and outcomes. We know there are barriers. We need to address them head on if we are serious about creating safe and supportive work environments and ensuring that the federal public service is ready to adapt, evolve, and respond to changing expectations to serve Canada and Canadians.

To support a collective understanding of the nature of our progress across the public service, your responses will be published on the Privy Council Office website. You are expected to engage with your employees and employee networks in the development of your responses to the questions and to share your results with them.

Please provide your responses in both official languages, using the Self-assessment on the Forward Direction of the Call to Action and the Self-assessment on actions undertaken to advance a renewed conversation on values and ethics. Please submit your responses no later than June 7, 2024.

We look forward to receiving your updates and continuing to make progress together.
