Our world is changing in fundamental ways. As our society evolves, the Public Service of Canada has to evolve with it. A modern and professional Public Service plays a vital role in our democracy.

Blueprint 2020 is a vision for a “World-class Public Service equipped to serve Canada and Canadians now and into the future”.

It is a guide to transform the Federal Public Service for the long term to help improve the lives of Canadians and secure a strong future for Canada. Modernization initiatives are transforming and improving the way the Federal Public Service does business, generating savings and efficiencies, and helping public servants better serve Canadians and the government with excellence.

Blueprint 2020: ongoing engagement and innovation

Through Blueprint 2020, we have laid the groundwork for a Public Service where engagement is the new normal, where innovation is seen as essential to sound policy development and service delivery, and where collaboration and openness are fundamental in day-to-day work.  The Destination 2020 report is an example of this new culture of engagement and collaboration – it was developed based on input received through engagement and identified 15 horizontal initiatives to move the public service closer to the Blueprint 2020 vision.

We are undertaking novel approaches to make our work better through establishing innovation labs, improving the technology we use to work together and using more collaborative approaches. Through efforts such as the Internal Red Tape Reduction initiative and the Policy Suite Reset, we’ve made progress in removing policy and process barriers. Ongoing engagement and innovation are allowing the institution to shrug off old stereotypes and establish its identity as a place where Canadians who want to make a difference seek to work. The impact will be reflected in changes in internal and external sentiments, in improved services for Canadians, and the long-term contributions the Public Service makes to Canada’s well-being and quality of life.

2nd Annual Blueprint 2020 Interdepartmental Innovation Fair

The Blueprint 2020 Interdepartmental Innovation Fair is a testament to the culture change happening across the Public Service with engagement as the new normal, and a renewed focus on outcomes, results, innovation and new, bold ways of working.

Blueprint 2020: A Snapshot

  • November 2011: The Clerk of the Privy Council asked a committee of deputy ministers to undertake a foresight study on the future of the Public Service. A draft vision was developed, and consensus reached that achieving it could not follow traditional, top-down approaches. Employee engagement was needed.
  • 2012 – 2013: The Deputy Minister Sub-Committee on Public Service Engagement, established under the Board of Management and Renewal, refined the vision and developed an engagement strategy to reach out to all public servants and targeted external stakeholders.
  • June 7, 2013: The Clerk of the Privy Council launched the Blueprint 2020 vision in a historic first webcast reaching employees in every province and territory.
  • Summer 2013: Engagement was underway. The discussion went live through internal social media platforms GCconnex and GCpedia and, for external contributors, on the Clerk's website and through Twitter.
  • October 2013: More than 100 departments, agencies and horizontal communities submitted interim reports to the Clerk, sharing the results of their engagement on GCpedia with the entire Public Service.
  • December 2013: What We've Heard: Blueprint 2020 Summary Interim Progress Report confirmed the vision and five employee-identified priority areas for action. It took stock of the dialogue from organizational reports and online discussions, identified emerging themes, and highlighted ideas that had been contributed so far.
  • February 2014: Departments, agencies, and horizontal communities posted their second reports on GCpedia, outlining actions and plans to move towards the Blueprint 2020 vision.
  • May 2014: The Destination 2020 report was released, confirming that engagement is continuing and setting out 15 initial horizontal actions for the entire Public Service.
  • January 2015: Deputy Heads and community heads shared with the Clerk of the Privy Council progress updates on implementation of commitments set out in Destination 2020 and their own Blueprint 2020 plans. These letters were shared with all public servants through GCpedia.
  • April 2015:  The first Interdepartmental Innovation Fair was held in Ottawa and virtually. Thousands of public servants participated, sharing ideas and learning more about the innovation taking place across the Public Service.
  • May 2015: The Twenty-Second Annual Report to the Prime Minister on the Public Service of Canada provided lots of information on what departments were doing based on employee engagement under Blueprint 2020.
  • December 2015: For a third time, deputy heads and community heads shared progress updates with the Clerk of the Privy Council, Janice Charette on implementation of commitments set out in Destination 2020 and their own Blueprint 2020 plans. These letters were shared with all public servants through GCpedia.
  • April 2016: The Clerk of the Privy Council, Michael Wernick, opens the 2nd Interdepartmental Innovation Fair.
