Compensation amounts under the Assault-Style Firearms Compensation Program (ASFCP) were determined following in-depth research and consultation including:
- Consultation with the Canadian Sporting Arms and Ammunition Association (CSAAA)
- Review of manufacturer prices, Canadian dealer and retailer prices, foreign retailer prices, pricing guidebooks and auction listings
Firearms industry representatives confirm that compensation amounts reasonably reflect what a business may have paid for the eligible firearms and devices in, or before, 2020.
In the exceptional case of a firearm with a rare background or unique original features, you may request a compensation review if you believe the set compensation amount offered by the program doesn’t reflect what a business would have paid for the firearm.
Eligibility criteria
To be eligible for a compensation review, your firearm must fall under one or more of the following categories:
- Exceptional rarity: Firearms that are extremely rare due to low numbers produced or other reasons.
- Special provenance:
- Collectors' items with historical significance. For example, a firearm used by a famous war-time personality.
- Firearms with research or educational value. For example, prototypes of mass-produced firearms of the same model.
- Unique features: Firearms with manufacturer-standard features that make them more valuable compared to the standard model.
Process for requesting a review
- Remove the impacted firearm from your claim:
- Submit your claim with any remaining firearms, devices or components.
- Request a review:
- Call the ASFCP Help Centre to request a review.
- You will be sent a package (through your ASFCP account or by mail) with appraisal forms and instructions.
- Obtain two appraisals of the firearm:
- Each appraisal must be conducted by a firearms appraiser certified by the Canadian Personal Property Appraisers Group (CPPAG), the International Society of Appraisers, or the Ordre des évaluateurs agréés du Québec (available in French only).
- They must have no affiliation with your business in any capacity, including, but not limited to:
- family relationships
- employer-employee relationships
- any similar relationship that could potentially influence the judgment of the firearms specialist in question
- You will not be reimbursed for any expenses related to the review.
- Review the appraisal reports:
- For a compensation review to proceed, the lowest appraised value you've obtained for your firearm must be at least 50% higher than the set compensation amount offered by the program and must not exceed $75,000 or 3 times the set compensation amount, whichever is lower.
- Submit your appraisal form and both appraisal reports to the program:
- Follow the instructions in your compensation review package for submitting your forms.
- Get the results of the review:
- Program experts will review the appraisal reports to determine the compensation value of the firearm.
- Compensation reviews will be completed, and you'll be informed of the decision within 20 to 30 business days from the receipt of all required documentation.
- If your compensation review is approved, the amount will be adjusted in your inventory of firearms.
- If your compensation review is denied, you may still turn in the firearm for the program compensation amount.
- Add the firearm back into your claim and submit.
