Public Service Commission tables 2014-2015 Annual Report

The Public Service Commission’s (PSC) 2014‑2015 Annual Report was tabled in Parliament on February 23, 2016. The report comprises two volumes. The first provides an overview of the PSC’s activities and the second contains audits of 13 organizations.
Together with deputy heads, hiring managers and human resources advisors, the PSC now has over 10 years of experience with the fully delegated staffing system introduced in 2005. The staffing system is functioning well but needs to be more responsive to the evolving needs of a modern and agile public service. To this end, in 2014-2015, the PSC undertook a review of its policy and oversight frameworks, in consultation with stakeholders. The resulting New Direction in Staffing will come into effect April 1, 2016, with the objective of simplifying staffing, streamlining requirements and supporting continuous improvement through oversight.
Non-partisanship remains a cornerstone of building and sustaining a professional public service. In 2014-2015, the PSC continued to be proactive in its outreach and developed new tools to enhance employees’ awareness of their legal rights and responsibilities related to political activities.
The PSC has also continued to modernize its staffing and assessment services. These innovations included expanding the use of Internet-based testing, consolidating access to all job opportunities at a single portal and creating pools of qualified candidates to support more efficient and timely staffing for organizations.
A modern, efficient and effective staffing system will help to ensure that Canada continues to benefit from a professional and non‑partisan public service, with the skills and competencies required to deliver results for Canadians.
Quick Facts
Key hiring trends observed in 2014-2015 include the following:
- A total of 83 632 hiring and staffing activities occurred across the public service in 2014‑2015, compared to 72 527 in 2013‑2014, but still below level observed in 2011-2012;
- In 2014‑2015, student hires increased by 7.3% and there was a significant increase in graduate hiring as 541 new graduates found jobs in the public service;
- The PSC worked with organizations to appoint more than 906 persons with a priority entitlement in the public service in 2014‑2015; and
- E‑tests, whether supervised or unsupervised, now account for 72% of all standardized tests administered by the PSC.
