Release of the Public Service Commission of Canada’s 2021–22 Annual Report

The Public Service Commission of Canada (PSC) released today its 2021–22 annual report, which provides an overview of the health and integrity of staffing in the federal public service.

This year’s report demonstrates how federal departments and agencies continued to modernize and transform the hiring system to recruit talented Canadians, and to ensure our workforce reflects the public we serve.

Student hiring recovered following a significant decline in the previous year, increasing by 28.7%. The public service population under the Public Service Employment Act grew for the eighth consecutive year, rising by 4.6%.

It was also a notable year for implementing initiatives to strengthen diversity and inclusion and for removing and mitigating potential biases and barriers faced by equity-seeking groups, including work by the PSC to support recent changes to the Public Service Employment Act.

The report includes a review of several oversight activities, including audits, surveys and investigations, that help the PSC protect merit and non-partisanship. The 2021 Staffing and Non-Partisanship Survey, for example, showed that employees’ views on transparency, fairness and the merit-based nature of staffing processes had improved since the 2018 survey.

The PSC will continue to modernize its recruitment platform in the coming year, and work to ensure all federal public service hiring is inclusive.

  • In fiscal year 2021–22:

    • the public service population under the Public Service Employment Act grew for the eighth consecutive year, rising by 4.6% to 257 577 people
    • external hiring increased by 24.1%, or 64 796 hires
    • student hiring recovered following a significant decline in the previous year, increasing by 28.7%
    • student hires for all 4 designated employment equity groups increased
    • time to staff new public servants decreased from the year before by 9.2% to 227 days for new public servants; and for internally advertised jobs it increased by 12.5% to 182 days
    • while there are more federal public servants working in communities outside the National Capital Region (NCR) than ever before (133 700), the overall proportion of regional employees compared to those working in NCR has decreased
    • the rate of lateral movement among indeterminate and term employees increased to a little over 12%, the highest it has been in 10 years
    • appointments of veterans to the public service decreased by 5.7%
