Further to the call letter sent on September 28, 2012, I am writing to inform you that the Public Service Commission (PSC) Departmental Staffing Accountability Report (DSAR) template and the Assessment Guidelines for fiscal year 2012-2013 are now available on the PSC’s Web site.

As indicated previously, this year’s DSAR will once again be based on the Staffing Management Accountability Framework (SMAF) that measures performance under the Public Service Employment Act (PSEA), and the PSC will assess performance in the following five areas:

  • progress on previous PSC feedback (e.g. audits, SMAF assessments);
  • official languages exclusion approval orders;
  • investigations into staffing;
  • political activities; and
  • respect for priority entitlements.

The PSC will be giving an information session to brief your representatives on the statistical package, which will be provided to your organization, and the methodology for 2012-2013.

Each organization is asked to include a signed management representation statement that attests to the accuracy of the DSAR and its commitment to merit, non-partisanship and respect for the PSEA’s core and guiding values.

The DSAR, including any supporting documentation and the management representation statement, should be submitted to the PSC by Friday, February 22, 2013.

I encourage your organization to contact the PSC analyst assigned to your organization who is available to provide feedback on staffing performance, and advice and guidance on your staffing framework, as well as share with you best practices in other organizations. Please engage their help and support as the PSC wishes to work collaboratively with departments and agencies to promote strong performance in the management of staffing.
