Internal services: Planned results—2022 to 2023 Departmental Plan
Internal services are the services that are provided within a department so that it can meet its corporate obligations and deliver its programs. There are 10 categories of internal services:

There are a number of planning highlights that display the delivery of internal services.
Communications services
The department is continuing to enhance the way it engages with Canadians and its employees through the use of new technologies and tactics. This includes audience-tailored communications activities such as proactive media relations, storytelling, increased use of multimedia content, and amplified social media content. These and other activities will be deployed internally and externally to communicate and support the work and outcomes of the department. In 2022 to 2023, the centralization of the web function at Public Services and Procurement Canada (PSPC) will be completed, allowing better integration of messages and supporting a user-centric, accessible and task-based approach to the provision of information and services. This upcoming year will also be focused on finding the best tools to efficiently manage PSPC’s web presence as it explores content management systems for both internet and intranet.
The department will also seek additional opportunities to enhance openness and transparency, proactively publishing information wherever possible.
Human resources management services
With respect to diversity and inclusion, PSPC will increase the representation of diverse and racialized groups within all levels of the organization to better represent Canadians. The department will continue its collaboration with its diversity networks and its Task Force on Anti‑Racism, Workplace Culture and Equity to learn from the lived experience of their members. This collaboration will support the department in the implementation of the Diversity and Inclusion Action Plan. PSPC has also established an Interim Accessibility Plan which serves as a starting point to remove barriers and position the department as a leader in accessibility. With respect to official languages, PSPC is taking part in the official languages maturity model exercise of the Office of the Commissioner of Official Languages and will take the results of this exercise into account in the development of its next Official Languages Strategic Plan.
In support of mental health and well-being, PSPC will provide tools for managers and employees and virtual access to mental health and well-being services and consultations. The department is also developing a mental health, well-being and inclusion strategy that responds to the Standard on Psychological Health and Safety and supports diversity and inclusion and the prevention of harassment and violence. The strategy is founded on addressing employees’ needs for a healthy, respectful, and supportive work environment that promotes employee engagement.
Management and oversight services
PSPC will optimize security and support the department through the ongoing transitions associated with innovation, transformation and the evolution of work. This will be accomplished through the delivery of various projects outlined in the new 3-year Departmental Security Plan focused on mitigating risks associated with the evolving security landscape.
Although the ongoing COVID-19 pandemic has presented significant challenges for the department to engage with Indigenous partners, PSPC continues to work toward a coordinated approach to reconciliation across the organization and with Indigenous partners. The department will be continuing its engagement activities related to developing a departmental reconciliation strategy, and it continues to identify opportunities to develop and enhance policies, guidelines, programs and initiatives that will advance reconciliation. In addition, a framework for incorporating the Indigenous perspective into ongoing evaluations, as needed, is currently under development and is expected to be completed during 2022 to 2023.
Gender-based analysis plus (GBA+) can also make a difference in the development of inclusive initiatives across PSPC’s lines of business, from procurement to real property and infrastructure management, from translation services to pay administration. PSPC will support meaningful and systematic use of GBA+ to assess the differentiated impacts of departmental initiatives, based on identity factors and their intersection. The department will advance efforts to strengthen its GBA+ organizational structure, including through enhanced monitoring of GBA+ application, and a more robust GBA+ reporting framework. PSPC will also work on improving access to data and evidence in support of GBA+, and further increasing GBA+ knowledge and capacity across the department.

The decrease in net planned spending is mainly due to the anticipated completion of the Government of Canada trusted platform (GCTP), a project that will initially provide infrastructure for applications requiring an elevated level of security, combined with the end of incremental funding for human resources services for employees in pay administration.
