Institutional gender-based analysis plus capacity
The department has a responsibility centre situated within its strategic policy unit to provide oversight, direction and promotion of gender-based analysis plus (GBA+) across Public Services and Procurement Canada (PSPC), with specific focus on the development of GBA+ for policy-making, Treasury Board submissions, memoranda to Cabinet and budget proposals. The responsibility centre provides a challenge function in this context. The responsibility centre also provides expertise and coaching on GBA+ to the department, as needed.
In total, there are approximately 6.25 full-time equivalent (FTE) dedicated to GBA+ at PSPC. This includes:
- GBA+ champions (0.25 FTE)
- 1.0 FTE within the GBA+ responsibility centre dedicated to the promotion of GBA+
- 0.5 FTE within other branches for training, completing GBA+ annexes for Cabinet documents, Treasury Board submissions and budget proposals, and other requirements
The remaining 4.5 FTEs are derived from across 18 branches and regions as representatives of the PSPC GBA+ community of practice (18 0.25 FTE), which was created in 2019 to 2020.
Results
In 2019 to 2020, PSPC established a new GBA+ community of practice to guide the consistent, rigorous and robust implementation of GBA+ across the department's programs and services. The community of practice includes representatives from all of the department's branches and regions.
In 2019, an internal GBA+ website was launched to increase awareness about GBA+ requirements, provide tools to help PSPC personnel conduct GBA+, and connect the department with its GBA+ responsibility centre.
In 2019 to 2020, the department continued to apply GBA+ to the development of procurement policy and tools through activities seeking to increase the participation of under-represented suppliers. The department also explored options to provide businesses owned by Indigenous Peoples and women, and other underrepresented groups, with greater access to opportunities to participate in real property solicitations.
