Government of Canada one step closer to rehabilitation of West Memorial Building

Public Services and Procurement Canada (PSPC) is committed to revitalizing its heritage assets within its existing portfolio and to creating jobs that will help strengthen and grow the middle class.

Today, the Honourable Carla Qualtrough, Minister of Public Services and Procurement and Accessibility, announced a contract award, following an open, fair and transparent bidding process, to EllisDon Corporation for construction management services for the West Memorial Building rehabilitation project. The construction manager will work with the design consultant to provide pre-construction advisory services to PSPC during the planning and development phases of the project. The construction manager will also oversee implementation of the construction work. This is a major milestone following the award of the design consulting contract in February 2018, and it will ensure proper planning and project development to rejuvenate this important heritage asset.

Once the rehabilitation project is completed, the West Memorial Building will serve as temporary office space for all occupants of the Supreme Court of Canada Building during the future rehabilitation work on that building, which is planned to start in 2023.

Quick facts

  • The West Memorial Building was constructed between 1954 and 1958.

  • The contract is valued at $659,967.10 (excluding applicable taxes) and is the result of a competitive tendering process initiated in summer 2018. It includes pre-construction services (project definition and preparation of documents contractors will use to bid on the project) as well as the completion of minor construction work.

  • This competitive tendering process also includes the opportunity for optional services that may be exercised by the government at a later date in order to proceed with construction services to fully implement the project.

  • The objective is to establish a construction plan that will be optimal for the Crown and make the West Memorial Building as green as possible while respecting its heritage character.

  • The West Memorial Building, the East Memorial Building and the connecting Commemorative Memorial Archway form Canada’s primary Second World War memorial.

  • Once the temporary occupants have returned to the rehabilitated Supreme Court of Canada Building (which is planned for 2028), the West Memorial Building will serve as accessible, modern and green long-term office space for future government tenants.
