Phased bid compliance
Goal
Increase competition in procurements and achieve better value for Canadians.
Description
Public Services and Procurement Canada is implementing a phased bid compliance process in certain solicitations to provide bidders with more flexibility when demonstrating compliance with certain mandatory requirements. As set out in the solicitation document, bidders are allowed an opportunity to correct deficiencies in their proposal to become compliant with the specified mandatory requirements.
Status
Effective since July 2017. Procurements such as naval remote weapon stations, headquarters shelter systems, and contracted airborne training services are clear examples of how this process can lead to positive results, and demonstrates its effectiveness in achieving value for Canadians. This approach is currently being applied to the Canadian surface combatants procurement under the National Shipbuilding Strategy.
