Brown Task Force Report Response by the RCMP External Review Committee

On Friday December 14, 2007, the Task Force on Governance and Cultural Change in the RCMP released its report recommending the creation of the Independent Commission for Complaints and Oversight of the RCMP. This new entity would, to a large extent, take on the role presently filled by the RCMP External Review Committee.

Established 20 years ago, the External Review Committee is the independent agency that provides an impartial and arm's length voice in RCMP labour relations cases. The Committee reviews certain types of grievances, as well as appeals of discipline, demotion and discharge decisions and provides findings and recommendations to the Commissioner of the RCMP.

The Committee is committed to participating in the process which will now ensue with respect to the Task Force's recommendations.

"We believe the Committee's unique expertise will be of significant importance in shaping the changes that will result from the Task Force's Report, said Catherine Ebbs, Chair of the External Review Committee. We look forward to the release of Minister Day's Action Plan and are ready to participate substantially and meaningfully in the way forward to making the RCMP a stronger, more accountable and modern organization."
