Release of the CSIS Public Report 2024 

Statement

Ottawa, Ontario (June 18, 2025) - The Director of the Canadian Security Intelligence Service (CSIS), Dan Rogers, issued the following statement regarding the CSIS Public Report 2024 released today:

“I am pleased to release the CSIS Public Report 2024. This comprehensive report marks CSIS’ 40th anniversary and provides an overview of the changing national security landscape in Canada. It also provides detailed insight into how CSIS has evolved, and how we continue to respond to the changing threat environment today.

In 2024, security threats facing Canada and its allies continued to increase in complexity. As international conflicts persist, there are increasing threats from foreign nations seeking to undermine Canada’s security, economic prosperity and democracy through acts of foreign interference, coercion, and espionage. Indeed, CSIS has seen a concerning trend of states leveraging organized crime networks to conduct threat activity, including transnational repression of legitimate speech in Canada, among other malign activities.

In 2024, two high-profile terrorism-related arrests prevented what were shaping up to be deadly attacks. Canada’s National Terrorism Threat Level remains at medium, largely because of mitigation efforts in place through intelligence and law enforcement bodies, but make no mistake, the trajectory of terrorism trends is concerning.

Throughout 2024, CSIS supported the Public Inquiry into Foreign Interference in Federal Electoral Processes and Democratic Institutions (PIFI) through document production and expert testimony. We welcome the conclusions of the Commission’s recently released report, and work is already underway to address conclusions, including those related to intelligence dissemination.

It was also in 2024 that Bill C-70, An Act respecting countering foreign interference, updated the CSIS Act in the most significant way since its creation in 1984, providing the basis for expanded operational activities and significantly increasing our ability to engage with stakeholders outside the Government of Canada. This report outlines how CSIS has acted quickly to implement these changes, including through the provision of 28 resiliency disclosures to non-Government of Canada partners, including provincial governments and private industry organizations. 

The report highlights a year that was full of achievements and stark reminders. While we have made impressive strides to invest in our capabilities and modernize our authorities, the high pressure of evolving threats and an uncertain geopolitical landscape shows no sign of abating. As we respond to the threats we face, Canada must be conscious of the unique role we play in national and international security and intelligence, while we strengthen ties with European and Indo-Pacific allies and reinforce our partnerships with Arctic nations. 

The CSIS Public Report 2024 is an important tool to not only document the critical work that CSIS does every day to keep Canada and Canadians safe, but more importantly, it supports CSIS’ commitment to increased transparency, and to ensuring that Canadians have the information and tools they need to confront the collective threats that affect us all.”
