Introduction

  • Shared Services Canada (SSC) has a number of procurement initiatives that are currently at various stages of the procurement process.

Strategic context: challenges and opportunities

  • SSC is engaged in several large-scale Information Technology (IT) procurements such as High Performance Computing, Government Cellular Services, Data Centre Server and Storage Infrastructure, and Workplace Communication Services.
  • SSC procurements are conducted in a fair, open and transparent manner. SSC follows the appropriate legal, regulatory and policy frameworks and mitigates all potential risks.
     
  • These large-scale IT procurements enable SSC to access upgraded standardized technology and streamline its services in order to deliver on the expected savings. SSC procurements are designed to be conducted in a cost-effective manner, with a smooth transition resulting in minimal business impact.

 Next steps

  • SSC will continue all procurement initiatives as scheduled, allowing the necessary time for negotiations, approvals, evaluations, planning and transformation to proceed as planned.  

Key messages

  • The Collaborative Procurement Process has been designed by SSC to engage with industry sooner (pre-Request For Proposal) to co-develop requirements, and to increase the effectiveness of the procurement process without sacrificing its efficiency. Early engagement with industry leverages the expertise and best practices in a given sector to refine requirements, procurement processes, and the implementation of acquired solutions.
  • SSC’s procurements are subject to a rigorous governance process and align with its vision to consolidate IT services to generate substantial savings for the Government of Canada.

Internal central authentication
service (icas)
The GC ICAS will provide a centralized authentication capability that will offload user authentication from individual GC enterprise applications, providing a whole of government authentication solution. GC ICAS will be based on open standards (e.g. Security Assertions Markup Language 2.0 and OpenID Connect 1.0) to reduce the dependency on proprietary solutions and provide a standard interface between the enterprise applications and the centralized authentication service. GC ICAS will offer tangible benefits to the GC including enhanced and consistent security, improved user experience, reduced cost, reduced administrative overhead and reduced dependence on proprietary solutions. Cat2 is to establish the hardware, software and configuration requirements and the initial and on-going services for the operations, management and maintenance of Virtual Infrastructure in SSC Enterprise Data Centres and off premises at Supplier Data Centre facilities. The general and specific purpose Virtual Infrastructure will be provisioned in support of SSC’s private virtual cloud requirements. Government cabling services (gcs) The project (GCS) is a requirement for a Contractor to install and support the physical transport medium (cabling) required for voice, data, video and other networked services, including wireless local area networks and Internet Protocol telephony to Shared Services Canada (SSC) clients who occupy over 3,500 sites with installed cabling across the country. DCSSI Category 3 aims to:
• Establish an on premise as-a-service solution with the purpose of managing the provisioning of Physical and Virtual Infrastructure;
• Integrate automation tools that can provide self-provisioning services in private, public and hybrid cloud environments; and
• Integrate automation solutions that will transform our Information Technology Service Management processes into programmable components with the capability to respond to events in real time.

Network solutions supply chain (nssc) Establish a new procurement vehicle for network and security products and solutions that are flexible enough to support national locations for SSC and SSC clients: Local Area Network; Data Centre network; WAN Connectivity; IT Security Services and maintenance of existing (legacy) network products and security products and services. Workplace communication services (wcs) WCS will replace the government’s legacy centrex phonelines with Voice over IP (VoIP) telephony. It will also feature Information Management & Presence and Desktop Video Capability.  WCS is a key pillar of the government’s Blueprint 2020 initiative to modernize the public service. Hosted contact centre services (hccs) SSC will procure a modernized, centrally managed, and fully hosted national multimedia contact centre service. Intended that the HCCS requirements include session routing, menu services, Automatic Call Distribution (ACD), multimedia channel routing, Interactive Voice Response (IVR), call recording, speech analytics, desktop analytics, quality management, workforce management, reporting functions, system set-up, and administration. Toll-free network services (tfns) The government is working to consolidate and modernize Canada’s Toll Free Network Service for SSC in order to reduce costs, increase security and enhance program delivery to Canadian citizens and businesses. XXX     Close RFP   Contract Award
Gcnet WAN
STREAM 3 INTERNATIONAL
SSC is securing all consents and intellectual property rights (including licensing rights) that may be necessary in order to deliver the GCNet WAN Services. SSC will design, provide, manage, configure, support and maintain all the hardware, software and firmware it uses to deliver the GCNet WAN Services as required to meet all the requirements of the contract.
