Key priorities
Shared Services Canada’s top priorities for 2023-24 were as follows:
- Support Canada’s Digital Ambition by playing a key role in provisioning, operating and modernizing the GC's IT landscape. SSC continues to support the ongoing transformation of the GC’s IT infrastructure and services to meet current and future needs.
- Build on the enterprise approach by focusing on the needs of SSC’s partners and clients and launching Delivering Digital Solutions Together for Canada (Digital Together). SSC is developing roadmaps that outline our key steps to provide predictability and clarity for our partners.
- Evolving hosting services to support the updated TBS Application Hosting Strategy and to ensure that the GC uses its IT assets efficiently while enhancing scalability, optimizing performance and adapting to new technologies.
In Budget 2023, the government committed to reducing spending by $14.1 billion over the next 5 years, starting in 2023-24, and by $4.1 billion annually after that. In 2023-24, SSC was able to meet its commitment of $16 million through the reduction of professional services.

In 2023-24, total actual spending (including internal services) for SSC was $2,790,788,596 and total full-time equivalent staff (including internal services) was 9,276. Departmental results achieved
Networks, Security and Access: The Government of Canada benefits from reliable and responsive networks and SSC-managed security services that protect the information of departments, agencies and Canadians.
In 2023-24, SSC accomplished the following:
- Improvements to its connectivity services that provide the GC with reliable and secure networks.
- Set up Wi-Fi using the Whole Building Approach at 16 GC sites, which is benefitting 22 partners
- Upgraded bandwidth at 99% of sites requiring updates to provide faster networks
- Onboarded 27 new partners to GC Networks Hubs to improve their access to enterprise Internet and cloud connectivity
- Consolidated its security operations to provide a more unified approach to cyber threats, vulnerability and incident management
- Initiated a comprehensive collaboration framework with Public Services and Procurement Canada aimed at enhancing Consultation and Real Property Services.
Digital Workplace Services: Public servants have access to the collaboration tools and workplace technology needed to work effectively to deliver services to Canadians.
- In 2023-24, SSC continued to implement modern tools that provide public servants with efficient digital workspaces that support communication and collaboration across the GC and with Canadians.
- Modernized 3 contact centres and established a new contact centre to support the Canadian Dental Care Plan
- Deployed 25,000 softphones which provides a unified communication service that can be accessed from any GC device
- Modernized 299 conferencing spaces to support meetings in a hybrid workplace
- Disconnected 50,500 fixed lines resulting in nearly $8 million of cumulative cost savings
- Migrated 2 partners and 7 Small Departments and Agencies fully to Exchange Online email services
Hosting Infrastructure: The Government of Canada benefits from responsive and reliable hosting solutions that support its applications and data used to deliver services to Canadians.
- In 2023-24, SSC focused on modernizing its hosting services and supporting the 2024 Application Hosting Strategy
- Established 2 new enterprise cloud services that provide modern hosting solutions to client departments and agencies
- SSC continued to support partners in the migration of workloads from legacy data centres to the ideal modern solution for their purposes (Enterprise Data Centre or cloud)
- Closed 50 legacy data centres following successful migrations to modern hosting solutions, reducing cost and improving service reliability
Service, Projects and Enterprise Advice: The Government of Canada benefits from enterprise IT and client-specific solutions that support the delivery of programs and services to Canadians.
- In 2023-24, SSC launched the Digital Together approach and developed accompanying roadmaps to provide partner departments with clarity and predictability about the future and how the department will work with others to achieve results.
- SSC continued to improve its engagement with partner departments and service management practices
- Implemented a new Client Relationship Management tool
- Launched a newly updated Serving Government website that provides partners with a smoother user experience
- In 2023-24, SSC supported science-based departments to develop new solutions that respond to their specific needs
- Launched the Federal Open Science Repository of Canada
