Shared Services Canada’s (SSC) top priorities for 2025-26 are as follows:
- Reduce Legacy and Modernize: SSC will continue working with partners to modernize and move off legacy infrastructure to reduce costs and improve system resilience and security.
- Deliver Digital Tools: Ensure Government of Canada (GC) workers have the right IT tools needed to meet the evolving demands and deliver services to Canadians.
- Improve Service Delivery: Work closely with partners to improve SSC’s service delivery and provide greater transparency to support services to Canadians.

As technology becomes more integral to daily life, Canadians' expectations for digital access to government services are increasing. Digital government allows Canadians, businesses, and other organizations to interact with the GC in an easily accessible, secure, and efficient manner. SSC supports the GC’s Digital Ambition and the digital transformation through its mandate of managing and procuring technology solutions for the GC IT infrastructure and associated services. By consolidating and modernizing GC IT infrastructure, which is the backbone of digital government, SSC plays a key role in the development and enhancement of digital services for Canadians.
For 2025-26, SSC will continue to be guided by Delivering Digital Solutions Together for Canada (Digital Together) that outlines its strategic direction. Digital Together outlines SSC’s service delivery and technology approach by emphasizing collaboration with partners and clients while providing transparency and predictability for both government and industry. The focus remains on achieving cost efficiency, standardized IT infrastructure, improved agility, enhanced security, and stronger transparency and accountability across the GC. SSC is focused on continued work with partner and client departments to reduce reliance on outdated IT and transition to modern solutions, providing workplace tools that meet evolving needs of the GC, and continuously improving service delivery.
Modernization of IT infrastructure, systems and tools underpins the digital transformation and is critical to the delivery of modern digital services to Canadians. It is a complex undertaking that comes with shared enterprise challenges, including the financial, operational, and cyber security impacts of legacy infrastructure. Addressing these challenges through collaboration with partner and client departments will enable reinvestment in new solutions.
As the GC workplace becomes more digital, effective digital tools are essential for public servants. SSC is committed to modernizing and transforming the digital workplace to support these changes and to facilitate communication within the GC and with Canadians.
At its core, SSC is a service delivery organization, and in addition to focusing on IT, it is also focused on improving its service delivery to the GC. This is being supported through an internal transformation initiative, One SSC, that will make SSC a truly integrated service provider. One SSC to deliver Digital Together means delivering value to partners and clients through a focus on our people, technology and processes.
