Innovation, modernization and transformation

Innovation, modernization and transformation

The terms innovation, modernization and transformation are used across government.

They’re often used interchangeably, but they don’t mean the same thing.

Understanding the difference matters, because each one plays a distinct role in how Shared Services Canada (SSC) builds and delivers digital solutions.

The short version:

  • Innovation explores what’s possible
  • Modernization strengthens the foundation
  • Transformation changes how the system works

Here’s how that works.

Innovation
Exploring new possibilities

Innovation is about testing new ideas before committing to them.

It starts with questions such as:

  • What if there’s a better way to do this?
  • What if technology could reduce workload instead of adding to it?

At SSC, this has meant exploring tools like generative AI to support public servants or testing connected technologies that improve how data is collected and used in real-world settings.

Modernization
The work that never stops

Modernization is the continuous renewal of the systems government depends on.

This includes replacing aging infrastructure and improving systems so they remain secure, reliable and fit for purpose.

Modernization is never “done.” Almost as soon as something is deployed, it starts to age. That is the reality of digital systems—continuous work is required.

Modernization may not always be visible, but Canadians feel it when it’s done well: when passports are processed more efficiently, when systems stay online, and when we future-ready government websites.

Transformation
Changing how the system works

Transformation goes beyond tools and systems.

It’s about reimagining how government works: how decisions are made, how services are designed, how organizations collaborate, and how technology is planned and delivered.

Being ready for what’s next means reducing redundancies, improving end-to-end delivery, and making it easier to get from need to outcome.

It’s as much about culture and behaviour as it is about technology.

How they work together

Innovation, modernization and transformation are not competing priorities—they are complementary.

Together, they help the GC build services that meet today’s needs while preparing for what’s next.
