Gender-Based Analysis Plus Supplementary Information Table

Introduction

Gender-based analysis plus (GBA+) is an analytical process used to assess how diverse groups of women, men and gender-diverse people experience policies, programs and services based on multiple factors including race, ethnicity, religion, age, and mental or physical disability.

The federal government has been committed to using GBA+ in the development of policies, programs and legislation since 1995. It provides federal officials with the means to continually improve their work and attain better results for Canadians by being more responsive to specific needs and circumstances.  

In response to recommendations from the 2015 report of the Auditor General of Canada, the government renewed its commitment to GBA+ and mandated the Minister for the Status of Women to work with the President of the Treasury Board to ensure that GBA+ is incorporated into Departmental Results Frameworks, Departmental Plans and Departmental Results Reports, and performance reporting.

In 2018, Parliament passed the Canadian Gender Budgeting Act. The Departmental Plans and Departmental Results Reports are being used to fulfill the President of the Treasury Board’s obligations to make public analysis of the impacts of expenditure programs on gender and diversity.

GBA+ supplementary information table

The following table provides information on the Treasury Board of Canada Secretariat’s (TBS’s) capacity for GBA+ and on how TBS plans to improve the governance of GBA+ at TBS. It also provides the following information for each of TBS’s programs, as applicable:

  • a link to the GC InfoBase page for the program, which provides a description of the program’s activities
  • whether the program has impacts that support the Gender Results Framework, and which pillars and goals of the framework it supports
  • whether the program collects sufficient data to enable it to monitor and report on the impacts of the program on diverse groups of people
  • actions or initiatives that enable or expand the program’s capacity to monitor and report on the impacts of the program on diverse groups of people in the future
Institutional GBA+ capacity

When departments seek Treasury Board approval for new spending proposals or authorities, they must include plans for conducting GBA+. TBS reviews the analysis that departments provide and advises Treasury Board ministers on the gender and diversity implications of approving proposals.

All TBS managers and analysts are responsible for supporting GBA+ implementation in their roles, as appropriate. In addition, TBS has designated a GBA+ champion at the assistant deputy minister level, and since 2019 this person has been supported by an employee co-champion. Together, the two champions:

  • promote the value of GBA+ in informing Cabinet decision-making
  • provide guidance to TBS’s senior managers on their responsibilities with respect to GBA+
  • promote training for TBS employees so that they can incorporate GBA+ into carrying out TBS’s challenge function
  • promote the value of GBA+ in and outside TBS through, for example, GBA+ Awareness Week, speaking engagements, and presentations to internal and external management committees

In 2021–22, TBS will focus on the following key activities to support GBA+ governance:

  • working through the advisory committee on learning, led by a champion, to determine the learning needs of the various functional communities at TBS, including the need for GBA+ training
  • continuing the consultation of operational and governance committees at TBS about how TBS will meet its GBA+ responsibilities and how it will report on the extent to which GBA+ is included in decision-making
  • allocating time on the agendas of meetings of the Public Service Management Advisory Committee for the Deputy Minister of Women and Gender Equality to consult fellow deputy ministers on the status of government-wide implementation of GBA+ and its impacts on legislative, policy and program initiatives

To advance how departments and agencies incorporate GBA+ into their proposed policies and programs, Treasury Board Secretariat is taking a multi-step approach in their challenge function role and providing guidance to departments on GBA+.

The program has implemented a new template for Treasury Board submissions where GBA+ is integrated into all aspects of the proposal, from program design, delivery, and implementation.

Working-level GBA+ champions in each program sector have been identified and meet regularly as a working group to advance GBA+ in the due diligence review of Treasury Board submissions.

In addition to the GBA+ training provided by WAGE, the program is developing guidance materials for analysts that review GBA+ information reflected in the program design and implementation sections of the Treasury Board submissions.
