Continuous/Discontinuous Service for Employees Having Prior Service as a Student - Information notice

This bulletin provides departments and agencies of the core public administration with a revised Treasury Board of Canada Secretariat interpretation regarding the recognition of periods of prior student employment for the purpose of calculating vacation leave entitlements. This bulletin supersedes any other bulletin, interpretation or advice you may have received in this regard.

Effective , any periods of continuous/discontinuous service as a student within the public service shall count towards the calculation of vacation leave entitlements when an individual becomes subject to vacation leave provisions of the relevant collective agreement or terms and conditions of employment. The change is forward-looking and there shall be no recalculation of entitlements for vacation leave before .

Organizations are requested to advise their employees to contact their Compensation Advisor who will conduct the review of their personal file and make the necessary adjustments. Eligible employees who come forward will be credited with the appropriate vacation leave credits as per the provisions of the relevant collective agreement or terms and conditions of employment.
