Fuel and Utilities Differential Update - December 2016

Please distribute this notice and the amended appendices of the National Joint Council (NJC) Isolated Posts and Government Housing Directive (IPGHD) to employees at your headquarters and regional offices who are involved in the administration of the allowances.
Recently, the NJC IPGH committee approved changes to Appendix A and Appendix G. The Fuel and Utilities Differential (F&UD) classification levels are effective . For locations where the F&UD level has increased, retroactive payments resulting from these changes are to be administered in the same manner as retroactive increases to employees’ pay. For locations where there is a decrease in the F&UD level, departments shall provide a written notice to each employee affected by the change within 60 days (until ) of receiving this notification, pursuant to section 2.12 of the IPGHD. The reduction will be effective on the first day of the fourth calendar month after the month in which written notice was received. An e-mail is considered an acceptable written notice.
New locations added: Four (4) new locations were added effective :
- Ethelbert, MB
- Swan River, MB
- Turnor Lake, SK
- Winnipegosis, MB
Therefore, the period of F&UDs’ allowances to be paid for employees of these new locations will be from until only.
FUD levels are established as per section 6.14 of the IPGHD. Statistics Canada updates the indexes once per year by determining the major heating fuels used at each isolated post and establishing prices prevailing during the month of October in both the point of comparison cities and the isolated posts. Prices vary due to market prices, suppliers and delivery methods.
