Updated rates of pay for certain excluded and unrepresented positions and one-time lump-sum payment

The purpose of this bulletin is to announce that further to the recent signing of collective agreements, revised rates of pay for certain excluded and unrepresented positions have been approved by the Treasury Board of Canada, for the following groups:

Rate of pay

The revised rates of pay will soon be available on the Rates of pay for unrepresented and senior excluded employees web page.

Excluded positions for which rates of pay are identical to those of the corresponding represented group and level will be identified with a hyperlink to the relevant collective agreement.

In addition, as new collective agreements are signed, the Office of the Chief Human Resources Officer will update the above-noted web page.

Implementation of retroactive and prospective changes to compensation

The implementation of retroactive and prospective changes to compensation for employees occupying excluded positions will be implemented in accordance with the Memorandum of Understanding with Respect to Implementation of the Collective Agreement (the MOU) included in each relevant collective agreement.

The measures applicable to employees occupying unrepresented positions in the OM, PE and PM-MCO groups are those prescribed in the relevant collective agreement, namely:

One-time lump-sum payment eligibility

A one-time allowance related to the performance of regular duties and responsibilities was negotiated for incumbents of positions within each group on the date of signing of their collective agreement, in the form of a one-time payment of two thousand five hundred dollars ($2,500).

This lump sum payment also applies to some employees occupying excluded or unrepresented positions. Eligible employees are those who are not subject to the Directive on Performance Pay Administration for Certain Senior Excluded and Unrepresented Groups and Levels.
