The purpose of this notice is to inform Compensation Managers, Heads of Human Resources and Participating Separate Employers that this year's Annual Public Service Health Care Plan (PSHCP) Reconciliation file will be processed on . Each organization must submit their Reconciliation file by 1:00pm (EST) on .

While the weekly eligibility files update Sun Life's system with new records and changes only (start, stop and amendments), the Annual PSHCP Reconciliation process compares all coverage information supplied in the file with Sun Life's coverage information. Where discrepancies are discovered, a report similar to the weekly error report will be supplied to each organization by the end of June/beginning of July in order for information to be reviewed and corrected accordingly.

If your organization does not receive a Discrepancy Report by the beginning of July, it could be that no discrepancies were found for your organization. If you wish to confirm this, please send an email to the PSHCP Eligibility Transformation Team.

The Discrepancy Reports will be issued once Sun Life has generated the reports. These reports will be sent in the same manner and format as your weekly error reports. You can differentiate between the Annual Reconciliation Discrepancy Reports and the Weekly Error Reports by the inclusion of an "R" in place of an "M" in the file name and header record.

It is your responsibility to review these reports and take action. Your cooperation is important and appreciated. Incorrect coverage information could affect a member's ability to claim expenses under the PSHCP.

For additional information on the Annual Reconciliation process and the definitions of the Annual Reconciliation file error messages that will appear on the Discrepancy Reports, please refer to the document entitled Public Service Health Care Plan - New Eligibility Feed Transition and Future Administration Process. Additional information on making updates to member coverage can also be found in Compensation Directive (CD) 2010-006 and 2012-003.

When reviewing the Discrepancy Reports, you will encounter situations where either the information on the source system is incorrect or Sun Life's system indicates the wrong data.

Source System Incorrect

If the source system is incorrect, please update the required field(s). The updated information will be captured as a "change" in the next weekly eligibility file.

Important: If you are amending both a Surname and Date of Birth, they must be "changed" on different weekly files. Sun Life uses the certificate number and the Date of Birth or the certificate number and Surname for member validation. A correction to any two of these three fields in the same weekly file will result in Sun Life being unable to identify the member and rejecting the record.

Important: The Discrepancy Report reflects information in the Sun Life systems up to and including . It is possible that some of the member records have already been corrected by your organization between and the date you are making changes based on the Discrepancy Report.

Sun Life System Incorrect

If Sun Life's system is incorrect, identify the member record on the Discrepancy Report by circling the certificate number of the record you are referring to and fax it to the Sun Life Coverage Team using their secure fax at (613) 247-0296. Please also include a fax cover sheet and your contact information (name and phone number) in the event that the Sun Life Coverage Team requires additional information.
