Results of the Performance Management Program for Executives (EXPMP) for 2019-2020

Posted information reflect data collected from organizations as of September 30, following the performance cycle for which the performance pay has been paid. This site may not reflect all transactions and/or modifications completed by organizations after this date. The expenditure information for organizations with five or fewer executives has been suppressed at the organization level in accordance with privacy legislation but is reflected in the total for the Core Public Administration.

Performance pay has two components: 1) At-risk pay - calculated as a percentage of salary, must be re-earned every year and is based on the extent to which performance commitments were achieved; and 2) Bonus - calculated as a percentage of salary, must be re-earned every year and only awarded for truly exceptional performance. Executives whose performance does not meet expectations or cannot be assessed are not eligible for performance pay.

The denominator used in the calculation of averages excludes executives who did not receive that element of performance pay:

  • Average Performance Pay Per Executive ($) = Total Expenditures for Performance Pay for both At-Risk Pay and Bonus pay ($) / Number of Executives Who Received At-risk Pay Only + Number of Executives Who Received a Bonus in Addition to At-risk Pay;
  • Average At-risk Pay Per Executive ($) = Expenditures for At-risk Pay ($) / Number of Executives Who Received At-risk Pay Only + Number of Executives Who Received a Bonus in Addition to At-risk Pay;
  • Average Bonus Per Executive ($) = Expenditures for Bonuses ($) / Number of Executives Who Received a Bonus in Addition to At-risk Pay.

The number of executives reported here is the count of employees who met the requirements of the EXPMP over the twelve months of the performance cycle. This contrasts with the “fiscal year end” methodology used to report on the size of the executive group on a yearly basis, which counts active employees who were paid as executives on March 31 of each year. This methodological difference yields different numbers. Employees who got paid as executives on the last day of the fiscal year have not necessarily met the requirements of EXPMP. Similarly, employees who met the requirements of EXPMP may not be paid as executives on the last day of the fiscal year depending on their status.
