Canadian Institutes of Health Research | Authority to increase grant payments and funding for immediate operational requirements Increased funding for "Grants for research projects and personnel support" ($2,440,668) is directed towards the formation of a Canadian Immunization Research Network to conduct vaccine- related evaluation research and additional projects on research ethics or responsible conduct of research. Funding for grants under the "College and Community Innovation Program" ($24,408) will support applied research and development activities conducted through partnerships between Canadian colleges and universities and local companies. This funding enables timely payment of these grants, as well as immediate implementation of transformational initiatives ($872,664) to improve the adjudication of grant applications, reduce the volunteer peer reviewers' burden, and generate annual operational efficiencies. |

Employment and Social Development | Authority to increase grant payments This allocation enables Employment and Social Development to make timely payments under the "Pathways to Education Canada Grant" to provide youth with tutoring, mentoring and financial assistance through community-based programs and partnerships ($3,500,000). In addition, this allocation also supports the Homelessness Partnering Strategy which provides funding to municipalities and community groups that are responding to homelessness among Aboriginal people (Grants to not-for-profit organizations, individuals, municipal governments, band/tribal councils, and other Aboriginal organizations, public health and educational institutions, Régies régionales... to carry out research on homelessness to help communities better understand and more effectively address homelessness issues: $250,000). |

Indian Affairs and Northern Development | Funding for the immediate requirements of the Canadian High Arctic Research Station and authority to increase "Grants to implement comprehensive land claims and self-government agreements" The Canadian High Arctic Research Station's mandate is to advance Canada's knowledge of the Arctic and to improve economic opportunities, environmental stewardship, and the quality of life of Northerners and all Canadians. Indian Affairs and Northern Development required this funding ($15,166,921) to address urgent project commitments (i.e., meet construction material and equipment sealift deadlines) in time for the station's scheduled opening in 2017. In addition, grants will support implementation of two agreements. First, the Déline Final Self-Government Agreement will merge and streamline governance in the community and district of Déline (Northwest Territories) in order to create one self-governing body, the Déline Got'ine Government. Grant payments will support the start-up costs for the new self-governing body in anticipation of the April 1, 2016 implementation date ($1,000,000). Second, under the Labrador Inuit Land Claims Agreement, grant payments will support Aboriginal fisheries management conducted by the Conservation Officer Program ($150,000). |
