Funding for immediate operational requirements

This funding ensures that Atomic Energy of Canada Limited can meet all legal and contractual obligations related to its transition to a government-owned contractor-operated model ($160,500,000), as well as its continuing operations ($72,300,000).

Funding for immediate operating requirements related to pre-boarding passenger screening

At airport checkpoints across the country, security screening of passengers and their belongings is conducted by the Canadian Air Transport Safety Authority. This funding is required to achieve a wait time service level that is approximately the same as in 2014–15.

Funding to support regulatory reviews for major natural resource projects

The mandate of the Canadian Environmental Assessment Agency includes the oversight and improvement of Canada's regulatory framework for major resource projects and consultation with Aboriginal people. This funding enables the Agency to meet its legislated and regulated obligations in these areas.

Authority to increase grant payments and funding for immediate operational requirements

Increased funding for "Grants for research projects and personnel support" ($2,440,668) is directed towards the formation of a Canadian Immunization Research Network to conduct vaccine- related evaluation research and additional projects on research ethics or responsible conduct of research.

Funding for grants under the "College and Community Innovation Program" ($24,408) will support applied research and development activities conducted through partnerships between Canadian colleges and universities and local companies.

This funding enables timely payment of these grants, as well as immediate implementation of transformational initiatives ($872,664) to improve the adjudication of grant applications, reduce the volunteer peer reviewers' burden, and generate annual operational efficiencies.

Funding for immediate requirements to support the Government's response to the Syrian refugee crisis

The Treasury Board authorized allocations from the Government Contingencies vote so that Citizenship and Immigration could make urgently required payments of operating costs, grants and contributions for this initiative. However, no funds had been allocated at the time of printing these Supplementary Estimates.

Funding for immediate operational requirements

This funding allows the Courts Administration Services to immediately implement measures to enhance security at federal courts and courts administration buildings across Canada, and to protect classified information in proceedings to determine the admissibility into Canada of foreign nationals who are deemed to pose a risk to national security.

Authority to increase grant payments

This allocation enables Employment and Social Development to make timely payments under the "Pathways to Education Canada Grant" to provide youth with tutoring, mentoring and financial assistance through community-based programs and partnerships ($3,500,000).

In addition, this allocation also supports the Homelessness Partnering Strategy which provides funding to municipalities and community groups that are responding to homelessness among Aboriginal people (Grants to not-for-profit organizations, individuals, municipal governments, band/tribal councils, and other Aboriginal organizations, public health and educational institutions, Régies régionales... to carry out research on homelessness to help communities better understand and more effectively address homelessness issues: $250,000).

Funding for payments immediately required for pensions, insurance and social security of locally engaged staff

Foreign Affairs, Trade and Development administers pension and insurance plans, and enrolment in local social security for locally engaged staff employed at Canada's missions abroad. This funding ensures that Canada meets its obligation to make timely payments to and on behalf of locally engaged staff.

Funding for payments immediately required for Aboriginal health programs

This allows Health Canada to continue making timely payments to support Aboriginal health programs. These include initiatives aimed at reducing the prevalence of diabetes, improving maternal and child health, reducing risk factors for youth suicide, and supporting development activities for pre-school children.

Funding for the immediate requirements of the Canadian High Arctic Research Station and authority to increase "Grants to implement comprehensive land claims and self-government agreements"

The Canadian High Arctic Research Station's mandate is to advance Canada's knowledge of the Arctic and to improve economic opportunities, environmental stewardship, and the quality of life of Northerners and all Canadians. Indian Affairs and Northern Development required this funding ($15,166,921) to address urgent project commitments (i.e., meet construction material and equipment sealift deadlines) in time for the station's scheduled opening in 2017.

In addition, grants will support implementation of two agreements. First, the Déline Final Self-Government Agreement will merge and streamline governance in the community and district of Déline (Northwest Territories) in order to create one self-governing body, the Déline Got'ine Government. Grant payments will support the start-up costs for the new self-governing body in anticipation of the April 1, 2016 implementation date ($1,000,000). Second, under the Labrador Inuit Land Claims Agreement, grant payments will support Aboriginal fisheries management conducted by the Conservation Officer Program ($150,000).

Funding for immediate operational requirements and authority to increase grant payments

This supports the immediate requirements of departmental operations that are funded through the reinvestment of royalties from intellectual property and repaid contributions.

In addition, due to exchange range fluctuations, Industry requires an allocation from the Government Contingencies vote to increase payments of the "Grant to the International Telecommunications Union, Geneva, Switzerland".

This funding enables Library and Archives of Canada to increase grant payments to the International Federation of Library Associations and Institutions ($760) and the International Serials Data System ($4,340). These grant payments are made in foreign currencies, and the increases are to address exchange rate fluctuations.

This allocation allows the Council to make timely payments in respect of "Grants and Scholarships", to support university-based research, research training and research-related activities carried out in collaboration with National Defence and Canadian-based companies. This grant program also supports the Canadian Aquatic Invasive Species Research Network (CAISN). The goal of the CAISN is to further the understanding of aquatic invasive species and their impacts on Canada's aquatic ecosystems.

This allocation allows the Agency to make timely payments of "Grants to eligible non-profit international organizations in support of their projects or programs on health" to the Pan American Health Organization, to promote regulatory harmonization by supporting the development of a secure communications platform for medical device regulators.

This allocation allows the Council to make timely payments in respect of two grant programs: "Grants and Scholarships" ($1,240,000) to increase capacity and foster partnerships that support social innovation in areas such as education, integration of vulnerable populations, community development, and sport participation; and the "College and Community Innovation Program" ($25,000), to support applied research and development activities through partnerships between Canadian colleges and universities and local companies.
