Subject to the approval of the Treasury Board, to supplement other appropriations and to provide for miscellaneous, urgent or unforeseen expenditures not otherwise provided for, including grants and contributions not listed in the Estimates and the increase of the amount of grants listed in these, where those expenditures are within the legal mandate of a government organization, and authority to reuse any sums allotted and repaid to this appropriation from other appropriations

Authority to provide grant payments not currently listed in the Estimates

This enables Foreign Affairs, Trade and Development to enter into grant agreements in support of the "Peace and Stabilization Operations Program" (formerly Grants in support of the Global Peace and Security Funds and its sub-programmes) in an amount up to $132,900,000. This allocation was necessary to meet immediate requirements for: the Afghan National Army Trust Fund, in support of Canada’s commitment to help sustain the Afghan National Defence and Security Forces; the United Nations Development Program’s Funding Facility for Immediate Stabilization, to deliver fast-track support in areas in Iraq recently liberated from Daesh; and the United Nations Department of Political Affairs, to help support efforts to broker a political settlement to the conflict in Syria and to enhance the capacity of the UN to lead conflict mediation and peace implementation efforts.

Funding in support of wildfire relief efforts in Fort McMurray and authority to provide grant payments not currently listed in the Estimates

This funding allows Public Safety and Emergency Preparedness to provide timely grant payments to the Canadian Red Cross to help the community recover from recent wildfires.

Authority to increase grant payments

The Treasury Board authorized allocations up to $3,400,000 from the Government Contingencies vote to enable Transport to enter into grant agreements and provide timely payments in support of port divestiture activities for the grant entitled "Port Asset Transfer Program." No funds have been allocated from TB Vote 5 at the time of printing these Supplementary Estimates.

Authority to increase grant payments

The Treasury Board authorized allocations up to $475,000 from the Government Contingencies vote to enable Transport to enter into grant agreements and provide timely payments in support of safe and secure shipping (south of 60°), to study a tanker moratorium off Northern British Columbia under the grant program entitled "Community Participation Funding Program". No funds have been allocated from TB Vote 5 at the time of printing these Supplementary Estimates.

Office of the Co-ordinator, Status of Women

Funding to increase operating capacity at the Office of the Co-ordinator, Status of Women

The Treasury Board authorized allocations up to $4,207,600 from the Government Contingencies vote to enable the Office of the Co-ordinator, Status of Women to expand the Agency’s regional presence across Canada; to ensure more consistent gender-based analysis across the federal government; to create a dedicated research and evaluation unit within the Agency; and to increase ministerial support and internal services. No funds have been allocated from TB Vote 5 at the time of printing these Supplementary Estimates.

Vote 15 – Compensation Adjustments $6,183,243

Subject to the approval of the Treasury Board, to supplement other appropriations that may need to be partially or fully funded as a result of adjustments made to terms and conditions of service or employment of the federal public administration, including members of the Royal Canadian Mounted Police and the Canadian Armed Forces, Governor in Council appointees and Crown corporations as defined in section 83 of the Financial Administration Act. Permanent allocations from TB Vote 15 will be given to organizations upon release of Supply for Supplementary Estimates (B), 2016–17.
