• Operating expenditures to continue Temporary Foreign Worker Program core activities and to pilot the Global Talent Stream to expedite processing of highly skilled workers.

Funding to implement and administer a federal framework to legalize and regulate cannabis

Canada Border Services Agency ($3.0 million)

• Operating expenditures to implement a framework that prevents prohibited cross-border movement of cannabis while maintaining the flow of legitimate travellers and goods.

Department of Health ($39.1 million)

• Operating and capital expenditures to support the licensing and oversight of the cannabis industry, in medical and non-medical markets, and to invest in program management and support.

Department of Public Safety and Emergency Preparedness ($0.9 million)

• Operating expenditures to coordinate efforts with portfolio partners to develop policy, data collection, enforcement materials and training packages to support enforcement.

Public Health Agency of Canada ($0.2 million)

• Operating expenditures to develop policy advice, and supporting communications and public health initiatives.

Royal Canadian Mounted Police ($5.3 million)

• Operating expenditures to support the Government’s objective of protecting young Canadians and reducing the involvement of criminals and organized crime in the cannabis market and to enhance its capacity to develop and deliver targeted prevention and outreach activities from a law enforcement perspective.

• Operating expenditures and grants for a targeted research program on health and climate change.

Department of Fisheries and Oceans ($0.7 million)

• Operating expenditures to extend the Aquatic Climate Change Adaptation Services Program.

Department of Health ($2.5 million)

• Operating expenditures and contributions for a national monitoring and surveillance program; to establish a new contribution program to support health sector capacity building; and to expand the Climate Change and Health Adaptation Program for First Nations and Inuit communities.
• Contribution payments to support First Nations and Inuit communities and organizations in implementing strategies to adapt to the health impacts of climate change.

Department of Indian Affairs and Northern Development ($13.3 million)

• Operating expenditures and contributions to support indigenous and northern communities and stakeholders to improve the resilience of their communities through infrastructure projects, community emergency planning, food security plans and other adaptive measures.

Department of Natural Resources ($0.5 million)

• Operating expenditures to disseminate regionally-relevant information and to develop local and regional adaptation capacity, particularly in the resource sectors.

Department of the Environment ($5.6 million)

• Operating expenditures to establish a Canadian Centre for Climate Services to strengthen capacity to anticipate climate risks to build resilience.

Department of Transport ($2.6 million)

• Operating expenditures, grants and contributions to renew the Northern Transportation Adaptation Initiative and to deliver the new Transportation Assets Risk Assessment.

Public Health Agency of Canada ($3.7 million)

• Operating expenditures, grants and contributions to work with partners and stakeholders, to prepare and protect Canadians from climate driven infectious diseases.

Funding to support Métis rights and Métis relationships with the federal government

• Operating expenditures and contributions to build the governance capacity of the Métis National Council and its provincial Governing Members, and to support Métis registries.

• Operating expenditures to support Canadian communities in celebrations of the 150th anniversary of Confederation.

Department of Citizenship and Immigration ($1.0 million)

• Operating expenditures to increase uptake of the programs offered by the government to help newcomers integrate and succeed in Canada.

Department of Employment and Social Development ($6.0 million)

• Operating expenditures to develop an advertising campaign aimed at providing young Canadians with information on the Department’s programs and services related to post-secondary education, jobs and skills.

Department of Health ($1.5 million)

• Operating expenditures to encourage parents to engage their children in discussing the risks and consequences of using cannabis and other drugs.

Department of Industry ($0.5 million)

• Operating expenditures to promote education and careers in science, technology, engineering and mathematics (STEM) fields among women.

Department of Public Safety and Emergency Preparedness ($2.5 million)

• Operating expenditures for public education about the consequences of drug-impaired driving.

Department of Veterans Affairs ($2.1 million)

• Operating expenditures to engage Canadians in commemoration activities and to support a mental health services campaign to highlight the supports and services available to veterans and their families.

Parks Canada Agency ($2.5 million)

• Operating expenditures to promote free access to national parks, national marine conservation areas and national historic sites in 2017.

Public Health Agency of Canada ($1.0 million)

• Operating expenditures to promote childhood immunization programs.

Funding to build capacity to address drug-impaired driving

• Operating and capital expenditures to work with the RCMP to develop training materials and to train instructors.

Department of Public Safety and Emergency Preparedness ($16.6 million)

• Operating expenditures and contributions to increase the number of trained front line officers.

Royal Canadian Mounted Police ($1.9 million)

• Operating expenditures to increase the number of Drug Recognition Expert training and certification sessions and sites across the country, to support the use of drug screening devices, and to support youth engagement and public awareness campaigns.

Funding to modernize the federal correction system, to improve mental health services for inmates, and reintegration programs for indigenous offenders (Budget 2017)

Correctional Service of Canada ($12.0 million)

• Operating expenditures to implement a more humane regime for inmates in administrative segregation, better access to services for those with mental health care needs, and culturally responsive intervention and services for indigenous offenders.

Department of Public Safety and Emergency Preparedness ($0.9 million)

• Operating expenditures and contributions to implement culturally appropriate services in support of indigenous offenders.

Funding to support the promotion of Canadian artists and cultural industries abroad

Department of Canadian Heritage ($8.0 million)

• Operating expenditures and contributions to support the Creative Export Strategy aimed at increasing creative exports to key international markets, including increases to the Canada Music Fund and Canada Book Fund, and a transfer of $2.5 million to Telefilm Canada to enhance international promotion of Canadian film making.

Department of Foreign Affairs, Trade and Development ($5.4 million)

• Operating expenditures to support the Creative Export Strategy by enhancing the Mission Cultural Fund and the cultural component of the Integrative Trade Strategy Fund.

Funding for Indigenous advisory and monitoring committees for energy infrastructure projects

Department of Fisheries and Oceans ($0.7 million)

• Operating expenditures to support the Indigenous advisory and monitoring committees in responding to project impacts and ensuring compliance with the Fisheries Act.

Department of Natural Resources ($10.7 million)

• Operating expenditures to support the overall management of the Indigenous advisory and monitoring committees, including government-wide reviews of major resource projects.
• Contributions to support indigenous participation in the monitoring of major energy infrastructure development projects. 

Department of Transport ($0.2 million)

• Operating expenditures to support the Indigenous advisory and monitoring committees by ensuring compliance with marine shipping regulations and the Navigation Protection Act.

National Energy Board ($1.4 million)

• Operating expenditures to provide technical regulation capacity to the Indigenous advisory and monitoring committees.

• Operating expenditures to monitor opioid related mortalities.
• Grants and contributions to reduce the transmission of HIV and related blood-borne infections.
