Vote 5 – Government Contingencies $101,000,004

Subject to the approval of the Treasury Board, to supplement other appropriations and to provide for miscellaneous, urgent or unforeseen expenditures not otherwise provided for, including grants and contributions not listed in the Estimates and the increase of the amount of grants listed in these, where those expenditures are within the legal mandate of a government organization, and authority to reuse any sums allotted and repaid to this appropriation from other appropriations.

Department of Citizenship and Immigration

Funding for the Grant for the Resettlement Assistance Program

The Treasury Board authorized an allocation of up to $95,000,000 to the Department of Citizenship and Immigration to make timely payments under the "Grant for the Resettlement Assistance Program". The funding supports the Canada-Ukraine Transitional Assistance Initiative which provides a one-time transitional assistance payment to Ukrainian temporary residents to help meet basic needs.

Funding for the Interim Housing Assistance Program (Budget 2023)

The Treasury Board approved an allocation of up to $50,000,000 to the Department of Citizenship and Immigration to make payments to provinces and municipalities under the "Grant for the Interim Housing Assistance Program". The funding is used to provide financial supports to other levels of government to address extraordinary interim housing pressures resulting from increased volumes of asylum claimants entering Canada.

The allocation was entirely repaid upon supply of the 2023-24 supplementary Estimates (B) in December 2023.

Department of Fisheries and Oceans

Funding for increased marine fuel costs

The Treasury Board authorized an allocation of up to $30,000,000 to the Department of Fisheries and Oceans to address the increasing cost of Marine fuel due to inflationary pressures. These funds will allow the Canadian Coast Guard to function within the forecast volume of fuel without negatively impacting existing service delivery plans which includes such activities as provision of navigational aids, rescue response, marine pollution response, icebreaking and Marine Communications and Traffic Services.

Department of National Defence

Funding for military aid to Ukraine

The Treasury Board approved an allocation of up to $190,000,000 to the Department of National Defence to make contributions to eligible organizations for the purpose of purchasing and donating lethal and non-lethal aid to Ukraine, from which $144,000,000 has been previously accessed.

The total allocation of $190,000,000 was entirely repaid upon supply of the 2023-24 Supplementary Estimates (B) in December 2023.

Department of National Defence

Funding for military aid to Ukraine

The Treasury Board approved an additional allocation of up to $250,000,000 to the Department of National Defence to make contributions to eligible organizations for the purpose of purchasing and donating lethal and non-lethal aid to Ukraine.

Department of Public Safety and Emergency Preparedness

Funding to advance the collection of banned assault-style firearms

The Treasury Board approved an allocation of up to $10,325,546 to the Department of Public Safety and Emergency Preparedness to advance the collection of banned assault-style firearms. The funding is used to support the rollout of the business phase of the Firearms Buyback Program.

Funding for Public Service Insurance plans and programs

The Treasury Board approved an allocation of up to $179,303,530 to the Treasury Board Secretariat to address unanticipated cost increases under the Public Service Insurance plans and programs as well as legislated Employer payments. Contributing factors include greater than forecast growth in the public service and unanticipated inflation on health and dental services. These funds will ensure that the Government of Canada meets its contractual and legislative funding obligations for federal public service benefit plans.

Subject to the approval of the Treasury Board, to supplement other appropriations in support of the implementation of strategic management initiatives in the public service of Canada.

Vote 15 – Compensation Adjustments $1,171,701,202

Subject to the approval of the Treasury Board, to supplement other appropriations that may need to be partially or fully funded as a result of adjustments made to terms and conditions of service or employment of the federal public administration, including members of the Royal Canadian Mounted Police and the Canadian Armed Forces, Governor in Council appointees and Crown corporations as defined in section 83 of the Financial Administration Act. Permanent allocations from TB Vote 15 will be given to organizations upon release of Supply for Supplementary Estimates (C), 2023-24.
