Workforce adjustment and career transition
The National Joint Council (NJC) Work Force Adjustment Directive ensures that indeterminate employees whose services are no longer required because of a workforce adjustment situation are, wherever possible, provided with alternative employment opportunities. Employees may receive a guarantee of a reasonable job offer within the core public administration or gain access to transitional employment arrangements.
The NJC directive has been co-developed by participating bargaining agents and the Treasury Board of Canada Secretariat. It applies to represented employees of the core public administration who have the NJC Work Force Adjustment Directive listed in their collective agreements. Executives and other senior-level groups are subject to the Directive on Career Transition for Executives, which facilitates the career transition of executives in a workforce adjustment situation.
