13.8

Individuals participating on developmental programs

13.8.1

Individuals participating on developmental programs are subject to specific terms for the duration of their participation on these programs. The National Joint Council (NJC) Relocation - Integrated Relocation Program (IRP) Directive takes precedence over this Appendix.

13.8.2

Individuals are often required to leave their principal residence of work for a number of months or years to meet the requirements of their developmental programs. Assistance offered to these individuals is determined by each program.

13.8.3

Relocation assistance may be provided to individuals participating on the following developmental programs

  1. Interchange Canada

    When a temporary relocation is indicated, individuals may be entitled to the following:

    • Up to five days living expenses upon arrival at the start of assignment; or
    • Up to five days of house-hunting trip;
      • 2 days return travel time;
      • Lodgings, meals and incidentals;
      • Rental car if necessary
    • Self-contained accommodation for the term of the assignment within the average cost range for that location:
      • Subject to family remaining behind at origin;
      • Accommodation subject to government approved facilities listed in Standing Offer;
      • Reimbursement for costs associated with utilities, cable, telephone and parking.
      • Travel home for individuals who have members of the family residing in the principal residence at origin:
        • travel home every two weeks up to a 90-day period.
      • Fees charged by property management firms for homeowners whose homes are vacant:
        • Subject to home being left vacant;
        • Not to exceed local market rates/fees.

    Shipment of one PMV for assignment periods beyond six months duration;

    Reimbursement for shipment of personal effects in cases where the assignment does not involve any reimbursement for a self-contained accommodation;

    • No reimbursement for Storage of personal effects;
    • No composite allowance for meal assistance because self-contained accommodation provided;
    • No rental agency services because Government Standing Offer utilized to obtain an apartment at the assignment location;

    Participants who terminate their agreements are responsible for all subsequent expenses.

  2. Accelerated Executive Development Program

    Participants may be relocated to the assignment location. These participants may be entitled to the following:

    When AEXDP participant have to move for a period of more than three years

    • Normal relocation provisions apply.

    When AEXDP participant have to move for a period of less than three years

    • Normal relocation provisions apply but not the provisions on sale and purchase of property. A modified funding envelope apply to employees in this category, as per section 13 of the NJC Integrated Relocation Directive.

    When AEXDP participant is moving the family to the new place of work and renting out his or her former home

    • Reimbursement of fees charged by property management firms for homeowners whose homes are vacant:
      • Subject to home being left vacant;
      • Not to exceed local market rates/fees;

    Where temporary relocation is indicated, participants may enjoy the following benefits (for one assignment only), if the family remains in the place of origin:

    • Living expenses for a maximum of five (5) days upon arrival at the new place of work at the start of the assignment,

    or

    • trip to look for housing, for a maximum of five (5) days:
      • + two (2) days for the return trip,
      • accommodation, meals and incidentals, and
      • car rental if necessary.
    • Furnished accommodation for the duration of the assignment, in the middle range of housing costs for the area:
      • no composite allowance for meals where furnished accommodation is provided,
      • housing subject to the facilities approved by the government in the standing offer, and
      • reimbursement of the costs associated with utilities, cable, telephone and parking.
    • Trip home for individuals who have members of their immediate family living in the residence in the place of origin:
      • Trip home every other weekend for a maximum period of 90 days, for one assignment only.
    • Compensation for disruption of family life up to $6,000 per year (taxable), to compensate for the additional expenses and inconvenience caused by separation ($2,000 every four (4) months, commencing with the start of the assignment, for one assignment only).
    • No reimbursement for the purchase of additional insurance during a temporary relocation (responsibility must be assumed by the participant).
    • Shipping of a motor vehicle in the case of assignments for more than six months.
    • No reimbursement for shipping personal effects.
    • No rental agency services.

    Participants who terminate their agreements are responsible for all subsequent expenses.

  3. Career Assignment Program

    Upon appointment to or transfer of a position to another location individuals may be entitled to the following:

    • Assistance for the sale of home as per the National Joint Council (NJC) Relocation - Integrated Relocation Program (IRP) Directive

    When a temporary relocation is indicated, individuals may be entitled to the following:

    • Up to five days living expenses upon arrival at the start of assignment; or
    • Up to five days of house-hunting trip:
      • 2 days return travel time;
      • Lodgings, meals and incidentals;
      • Rental car if necessary;
    • Self-contained accommodation for the term of the assignment within the average cost range for that location:
      • Subject to family remaining behind at origin;
      • Accommodation subject to government approved facilities listed in Standing Offer;
      • Reimbursement for costs associated with utilities, cable, telephone and parking;
    • Travel home for individuals who have members of the family residing in the principal residence at origin:
      • Travel home every two weeks up to a 90-day period;
    • Shipment of one PMV for assignment periods beyond six months duration;
    • No reimbursement for shipment of personal effects;
    • No composite allowance for meal assistance when housed in self-contained accommodations;
    • No rental agency services;
    • Assignees who terminate their agreements are responsible for all subsequent expenses.
  4. Management Trainee Program

    Management Trainee Program (MTP) participants who are at the pre-entry language training phase of the recruitment process (i.e. are not employees) may require temporary or permanent relocation and other provisions to allow them to complete language training to the required CBC level, within the time frame allotted by the MTP Policy. In these circumstances, MTP program administrators will provide provisions which may include travel, relocation, accommodation, transportation, incidentals, and commuter allowances. The determination of these provisions, as well as their amounts, will be determined by program administrators, and will depend on the circumstances of each individual participant, and in comparison with the relative provisions provided to new recruits in other sectors of the economy in any given year. All allocations of provisions will be performed within the principles of responsible financial management within the funds allotted to the MTP by the Treasury Board. For new individuals recruited to the Program who do not have existing employee status, initial nominee status will be in effect for the duration of the Program (4 years) In fact, their conditions and limitations will be outlined in their letter of offer.

    Recruitment assistance is a market based limit.

    Participants who terminate their agreements are responsible for all subsequent expenses.
