Merci, Monsieur le Président.
- Distingués sénateurs, c’est un plaisir de me présenter devant vous aujourd’hui pour faire le point sur les efforts déployés par Patrimoine canadien pour promouvoir la culture canadienne sur la scène internationale et maximiser le potentiel d’exportation des créateurs canadiens.
Stratégie d’exportation créative
- En octobre 2018, des représentants de Patrimoine canadien ont témoigné devant ce comité pour présenter la Stratégie d’exportation créative, un investissement de 125 millions de dollars sur cinq ans pour soutenir les industries créatives canadiennes afin de maximiser leur potentiel d’exportation.
- Depuis le lancement de la Stratégie en 2018, plus de 1 900 entreprises et organisations du Canada ont bénéficié de ses programmes et services.
- Son programme de contribution, Exportation créative Canada, a financé 95 projets, dont trois ont généré à eux seuls 58 millions de dollars en revenus d’exportation.
- Avec le soutien essentiel d’ambassades et de consulats canadiens, Patrimoine canadien a dirigé neuf missions commerciales multisectorielles, c’est-à-dire cinq missions en personne et quatre missions virtuelles, pour aider des entreprises créatives canadiennes à élargir leur réseau et à rencontrer d’éventuels acheteurs. Ces missions ont généré une valeur totale estimée à plus de 140 millions de dollars en contrats d’affaires.
- De plus, nous avons appuyé une programmation activités commerciale en marge d’événements internationaux axés sur la culture et le commerce, donnant lieu à plus de 100 ententes commerciales qui ont été signées ou sont à une étape avancée des négociations, et d’autres retombées sont attendues.
- A key outcome of the Strategy was the support provided for Canada’s participation as Guest of Honour at the 2020 Frankfurt Book Fair, which was extended to 2021 due to the pandemic.
- This multi-year collaboration between more than 40 Federal-Provincial-Territorial and private sector partners shone an international spotlight on Canada and resulted in nearly 500 Canadian titles being translated and published in Germany between 2018 and 2021, and a 120% increase of Canadian book sales in the German market in the same period.
- As part of the Strategy’s renewal process in 2021-2022, Canadian Heritage engaged with over 345 creative industry stakeholders and partners across Canada, including with Indigenous peoples and equity-deserving communities.
- The lessons learned and feedback received are reflected in the renewed Creative Export Strategy, which launched for an additional three years on April 1st.
Canadian Heritage Support
- At the core of its mandate, my department’s programs contribute to fostering and promoting “Canadian identity and values, cultural development and heritage” domestically but also internationally.
- Beyond the Creative Export Strategy, allow me to provide a few examples of how Canadian Heritage supports Canada’s cultural diplomacy efforts.
- The Canada Book Fund supports the participation of Canadian authors and exporting publishers in international book fairs and trade events. Similarly, the Canada Music Fund makes international tours possible and helps Canadian musicians break through in global markets.
- Bilaterally, Canada’s audiovisual coproduction treaties with close to 60 countries help broaden audiences for Canadian productions, attract foreign financing, and raise the profile of Canadian creators abroad.
- Patrimoine canadien est également responsable du partenariat du Canada auprès de TV5MONDE. Le Canada a investi 14,6 millions de dollars afin d’appuyer la création de la plateforme en ligne enrichie TV5MONDEplus.
- In 2022, Toronto’s Harbourfront Centre hosted a year-long initiative with support from Canadian Heritage, known as Nordic Bridges, which presented multidisciplinary contemporary art and culture with a view to strengthening cultural exchanges between the Nordic countries and Canada.
Contribution of Portfolio Organizations
- In closing, I want to highlight the critical contribution of Canadian Heritage Portfolio organizations, such as the Canada Council for the Arts, Telefilm Canada and the National Museums. With their technical expertise, extensive professional networks, global programming and outreach activities, they too raise the profile of Canadian creators abroad.
- The success of EXPO 2020 Dubai, for example, would not have been possible without the collaboration of the National Arts Centre, the National Film Board, Ingenium, and other partners to showcase Canadian excellence and innovation in the arts and culture.
Conclusion
- At the National Culture Summit held in May 2022, cultural stakeholders from across Canada, including artists and creators, underscored the importance of cultural diplomacy as part of a strategic approach to supporting the long-term competitiveness and growth of Canada’s cultural sector.
- With this in mind, and consistent with our Minister's mandate letter, we continue to collaborate with our colleagues at Global Affairs Canada on the development of a cultural diplomacy strategy that will benefit Canadian artists and creators.
