L’information suivante s’applique dans le cas du tableau présenté plus loin :

Source des renseignements : Système de paye en date du 31 mars de chaque année donnée.
La fonction publique fédérale comprend 2 segments d’effectif : l’administration publique centrale et les organismes distincts.
Les ministères et organismes de l’administration publique centrale sont mentionnés aux annexes I et IV de la Loi sur la gestion des finances publiques. Le Conseil du Trésor est l’employeur de ce segment de la fonction publique fédérale.
Les organismes distincts sont mentionnés à l’annexe V de la Loi. Les organismes distincts mènent leurs propres négociations ou établissent eux-mêmes les niveaux de classification de leurs employés.
Renseignements inclus :
- employés actifs quelle que soit la durée de leur emploi (indéterminée, déterminée, emploi occasionnel et étudiants)
- personnes nommées par le gouverneur en conseil
- sous-ministres
- juges fédéraux
Renseignements exclus :
- employés inactifs (c’est-à-dire les employés en congé non payé)

Les employés des organismes distincts suivants ne sont pas inclus puisque les renseignements les concernant ne figurent pas dans le Système de paye :

- Placements Épargne Canada
- Fonds non publics des Forces canadiennes
- Comité de surveillance des activités de renseignement de sécurité (avant 2010)
Les données sur les cadres supérieurs de la fonction publique fédérale comprennent les employés du groupe de la direction, ainsi que les équivalents des cadres au sein des organismes distincts.
Les équivalents du personnel de la direction dans les organismes distinctes ont été ajustés en 2016 et, par conséquent, les années historiques ont été ajustées en fonction de ce regroupement et peuvent ne pas refléter les chiffres précédents fournis dans les Aperçus démographiques de la fonction publique du Canada et les rapports annuels au Premier ministre sur la fonction publique du Canada du greffier du Conseil privé.

Afin de faciliter votre analyse des données sur les ressources humaines de la fonction publique fédérale, nous avons créé un glossaire des termes clés utilisés dans de nombreux aperçus et rapports préparés par le Bureau du dirigeant principal des ressources humaines (BDPRH).
