Description of the horizontal initiative To support the pursuit of the objectives of the Sport Hosting Program (refer to Program 7, Sub-Program Area 7.1), the federal government, through the Department of Canadian Heritage, committed to providing up to $500 million in support of the Toronto 2015 Pan American and Parapan American Games (Toronto 2015 Games). The federal commitments, outlined in the 2015 Pan Parapan American Games Multiparty Agreement (MPA), signed in November 2009, include funding towards capital, legacies and the provision of essential federal services (EFS). The provision of EFS is considered a horizontal initiative within the larger federal investment in the Toronto 2015 Games. The EFS funding of $48.9 million is distributed across 13 federal organizations.
Shared outcome(s) The articulated, shared outcome of the horizontal component of the federal investment for the Toronto 2015 Games is that "Federal departments and agencies have fulfilled their MPA essential federal service commitments." These service commitments support the overall staging of the Toronto 2015 Games and will ensure they are delivered in a safe and secure manner. In support of this outcome, federal services have been organized into four main service areas of activity: Weather Forecasting and Environmental Assessments; Emergency Preparedness; Security; and, Border Security and Accreditation Support.
Governance structures

The Department of Canadian Heritage, through Sport Canada, has the responsibility to oversee and support the coordination of federal service delivery by ensuring integrated planning, performance, and risk management and reporting. A horizontal governance framework (Governance Framework) was developed by the Department of Canadian Heritage, in collaboration with other federal departments and agencies receiving incremental funding, to support horizontal efforts for coordination and accountability. The Governance Framework was updated in 2014 and unanimously endorsed by the 13 participating organizations in receipt of incremental funding for the delivery of EFS.

The federal governance structure implemented for this investment is similar to the one used for the Vancouver 2010 Winter Olympic and Paralympic Games. Building on best practices and lessons learned during that undertaking, an Essential Federal Services Work Group (EFSWG) and an Assistant Deputy Minister Essential Federal Services Steering Committee (ADMEFSSC) have been established to support federal decision making, and performance and risk management for the delivery of EFS commitments. Additional working groups have and will continue to be created on an as-needed basis, generally in accordance with the service areas or key deliverables requiring interdepartmental/agency collaboration.

A key related working group supporting EFS delivery is the Safety and Security Working Group (SSWG). The SSWG is co-chaired by the Royal Canadian Mounted Police (RCMP) and Public Safety Canada as the federal leads for security coordination and emergency preparedness/consequence management coordination, respectively. In addition to working closely across federal organizations, the co-chairs also work in close collaboration with the Integrated Security Unit (ISU) led by the Ontario Provincial Police (OPP) and with the Ontario Office of the Fire Marshal and Emergency Management (OFMEM), who are responsible for security and emergency management planning and operations for the Toronto 2015 Games. While coordination is achieved at the SSWG and through the EFSWG and ADMEFSSC, the SSWG also uses the existing emergency management committee structure or other appropriate existing federal interdepartmental structures to facilitate interdepartmental planning and decisions related to the delivery of the EFS commitments made for the Toronto 2015 Games.

Significant interdepartmental/agency and intergovernmental/stakeholder collaboration continues at the multi-stakeholder and Governmental Pan American and Parapan American Accreditation Working Groups, given the importance of accreditation to overall security for the Toronto 2015 Games.

On behalf of the Government of Canada, the Department of Canadian Heritage, through Sport Canada, continues to interface with the Toronto 2015 Games Organizing Committee (TO2015) and with other MPA parties through the MPA Executive Coordinating Committee and the Operations Coordinating Committee (CC1 and CC2 respectively), and to serve as an observer to the Board of Directors of TO2015.

Federal organizations also interact with the Province of Ontario and with engaged municipalities through newly-developed or existing cooperation mechanisms and intergovernmental agreements, in order to facilitate intergovernmental collaboration and planning, as well as with TO2015 and other stakeholders, where required, to ensure the delivery of EFS and to coordinate integrated operations across the different jurisdictions and service providers.

Performance highlights

The 2014–15 fiscal year was a period of considerable activity for federal departments and agencies to ensure EFS that commitments have been or will be met in relation to the Toronto 2015 Games. Efforts included ensuring alignment with provincial and municipal plans for the safe staging of the Toronto 2015 Games. The end of the fiscal year and the start of a new one, on April 1st, aligned with the countdown milestone of 100 days to the Toronto 2015 Games.

Federal departments and agencies worked together and with the Integrated Security Unit led by the Ontario Provincial Police, the Ontario Office of the Fire Marshall and Emergency Management and TO2015 to finalize, test and refine their Games-time operational plans in 2014–15. Key activities included the testing of federal emergency/consequence management and of security plans through individual department/agency exercise efforts as well as through integrated (federal-provincial-municipal, multi-organizational) tabletop and functional exercises.

In addition to preparing overall federal readiness and EFS delivery, federal departments and agencies also finalized the accreditation process and the visa accreditation card design and began processing accreditation applications. Federal threat monitoring and assessments continued with a comprehensive threat risk assessment being issued by the RCMP on the first day of the new fiscal year, and the Integrated Terrorism Assessment Centre (ITAC) providing both a baseline assessment in the fall of 2014 and an update in the final quarter of 2014–15.

A federal risk assessment was completed under the leadership of Public Safety Canada, and federal departments and agencies involved in safety and security nearly completed of the federal safety and security plan in 2014–15.

The final preparations for the provincially-led integrated exercise program were completed with the assistance of federal departments and under the leadership of Public Safety Canada, and resulted in the design, the development and the delivery of the actual exercise, which was delivered successfully in April 2015. Planning and engagement for this final exercise included over 100 different organizations from federal, provincial and municipal governments, TO2015, and other first responders and Toronto 2015 Games stakeholders.

Federal collaboration with the province continued as briefing schedules, information sharing mechanisms and processes were identified and confirmed, and federal plans were finalized or in the final stages of completion. Federal requirements were identified and confirmed and, in some instances, the pre-positioning and deployment of federal assets to support Games-time preparation and operations was completed.

Mechanisms for collaboration between federal intelligence organizations to support timely collaboration and appropriate integration with the provincially led, Joint Intelligence Group were confirmed.

Health Canada collaborated with the Canada Border Services Agency, other federal departments and agencies, and TO2015 to finalize the process related to the importation of health products by teams for the Games to be in compliance with the Food and Drugs Act and its Regulations. A Declaration Form was developed and provided to teams in advance of the Games about the health products to be imported into Canada. The form will enable Health Canada to identify products containing controlled substances and precursor chemicals that require specific regulatory exemptions and to identify any potential issues prior to importation of therapeutic products such as drugs, medical devices and natural health products. This process will facilitate teams entering Canada during the Games. Efforts continued towards the development of operations and coordination mechanisms to ensure facilitated border entry; to identify and address transportation related matters across all operations; complete the installation of the expanded weather monitoring network equipment; and the continued collection of environmental data to support accurate weather forecasting, warnings and modeling for environmental or other consequence management, safety and security considerations.

Strategies, plans and training have been completed for Canada Border Services Agency (CBSA) operations to meet service commitments to deliver the secure and facilitative processing of people and commercial goods to support the successful staging of the Toronto 2015 Games.

Required partnerships are in place and collaboration continues in the various working groups. Key accomplishments include the development of a Toronto 2015 Customs and Freight Guide, workforce Guide, Athletes Firearms Pre-Processing Option, Therapeutic and Controlled Substance Facilitated Process and an Equestrian Facilitated Process.

The Toronto 2015 Pan American and Parapan American Accreditation and Identity Cards and processes are complete and applications for accreditation began to be submitted and processed.

Coordination continues with this important Working Group as final equipment and items enter Canada for the delivery of the Toronto 2015 Games.

The CBSA worked with stakeholders to develop and issue the Toronto 2015 Customs and Freight Guide.

An Accreditation Validation Centre will be located within the Customs Halls of Pearson International Airport's Terminals 1 and 2. The CBSA will support these two centres as appropriate.

The CBSA has a process in place to facilitate the arrival of all Games-related dignitaries, as well as athlete's arriving with firearms to be used in competition.

The 2015 Games Remission Order is in place and is being applied to Games-related goods.

There is no anti-doping information sharing program in place for the 2015 Games.

The CBSA participated in the Safety and Security Working Group (SSWG) as well as the EFSWG towards Games-time planning coordination and determination/confirmation of services and requirements. CBSA will finalize input in the Federal Safety and Security Plan in 2015–16.

The CBSA did not have a role to play in the provincially-led intergovernmental table top exercise. (Accreditation and other entry plans and processes were not tested as part of these exercises).

The CBSA plans to conduct its own regional exercises in April 2015.

  • The transition from planning to operations in the fourth quarter of the fiscal year.
  • Publication of the Regulation occurred in the first quarter of the fiscal year.
  • System requirements for the Games were completed in the third quarter in a major release and minor modifications thereafter in the fourth quarter.
  • Provided final requirements for card storage, handling and printing to TO2015 in the third quarter. Also provided secure storage equipment to TO2015 in the fourth quarter.

Communications

[1]-[4] Developed external website messaging for client groups. Employer information packages have been completed after numerous consultations with TO2015 and EFS partners and posted on the internal and external websites; including TO2015 website, Ad-hoc employer information sessions held as requested. Responded to employer requests for guidance on program and entry requirements for temporary foreign workers. Program delivery instructions for field officers have been developed and posted on internal website.

Temporary Accreditation Coordination Centre (TACC) created and operational as of the fourth quarter of the fiscal year.

Liaison conducted through TACC and face to face meetings as required to solve complex cases.

Individual visa posts managed outreach accordingly and last minute issues will be dealt with in the lead up to the Games in the following quarter.

Environment Canada has facilitated this work by engaging non-federal partners to obtain more frequent reports and new data from agencies such as NAV CANADA, Grand River Conservation Authority, the Toronto Regional Conservation Authority, the Ministry of Transport Ontario and the Ontario Ministry of Natural Resources and Forestry from across southern Ontario during the Games.

Environment Canada has agreements to access and use data provided by the Grand River Conservation Authority, the Toronto Regional Conservation Authority, the Ministry of Transport Ontario, and the Ontario Ministry of Natural Resources and Forestry. The agreements continue past the Games closing.

Training courses for forecasters has been completed and delivered in both operational forecasters in Ontario and forecasters in the backup contingency office in Winnipeg.

Business continuity plans are in place and have been tested. Dedicated services will be provided to both the TO2015 Main Operations Centre and the Integrated Security Unit through its Unified Command Centre.

The Health Portfolio (Health Canada/Public Health Agency of Canada) completed the following in 2014–15:

Plans for identifying supplemental staff for the Health Portfolio Operations Centre and the Regional Emergency Coordination Centre have been finalized. Development of a Federal Nuclear Emergency Plan (FNEP) Technical Assessment Group (TAG) roster specifically for the Games was initiated. The functional training of federal staff in emergency management was also completed, including: training on the Health Portfolio Chemical Emergency Response Plan; the Federal Nuclear Emergency Plan (FNEP); the Province of Ontario's FNEP Annex; the FNEP TAG Manual; the Health portfolio (HP) concept of operations; and the radiological-nuclear (RN) federal Pan Am and Parapan Am Games Concept of Operations that will be implemented for the Toronto 2015 Games by the lead organizations.

Consultations and planning in collaboration with federal, provincial and local stakeholders and hazard preparedness partners nationally and with the region of Ontario continued and resulted in the identification and solidification of specific scientific areas of preparedness for chemical and radiological emergencies with respect to the planned event/mass gathering event.

Planned event/mass gathering integrated plans were completed. Finalized plans for radiological preparedness including: the FNEP Ontario Annex; FNEP TAG Manual; federal Concept of Operations for radiological and nuclear emergencies; Health Portfolio Emergency Response Plan (HPERP); Nuclear Annex and the integration with HPERP Chemical, Biological, and Radiological, Nuclear and Explosives (CBRNE) Annexes.

Completed the design and evaluation of integrated national and regional emergency response plans in radiological scenarios and the integrated security arrangements and concept of operations, including the HPERP Nuclear Annex (in addition to plans mentioned above). Provided input into joint plans that support consequence management, such as the Environmental Radiation Assurance Monitoring Group (ERAMG) concept of operations.

Integration of specific radiological emergency response measures into national and regional Health Portfolio emergency response plans were completed. The federal RN Pan Am and Parapan Am Games concept of operations have been finalized. The HPERP Nuclear Emergency Response Annex was finalized and approved. Evaluation of the inter-operability of federal consequence management resources for radiological scenarios was completed, including through the conduct of exercise Cool Breeze and Unified Response.

No requests were received to augment radiological surveillance at checkpoints/venues.

Finalized stakeholder roles and responsibilities and confirmed mitigation arrangements for identified gaps to ensure priority access to consequence management capabilities to Games Organizers. Confirmed that support for radiological security support was not requested. Lessons learned were applied to finalize plans and train stakeholders on radiological consequence management. Priority lessons from nuclear exercises Cool Breeze and Unified Response were addressed. Roles for consequence management were confirmed through the validated FNEP and updated TAG manual.

Completed acquisitions to augment the current inventory of mobile and static radiation surveillance equipment for consequence management. Acquisition of equipment and supplies for sample collection, preparation, and analyses supporting consequence management were also completed.

Acquired, tested and calibrated new and existing equipment for designated emergency workers.

Federal RN Field team completed training and exercise drills with Ontario Provincial Police; Ontario Minister of Labour; Toronto Police; and, Emergency Medical Assistance Team (EMAT). Two RN training sessions were delivered to Canadian Food Inspection Agency employees located in the Greater Toronto Area.

The Chemical Emergency Preparedness and Response Unit (CEPRU) hosted a one day workshop in January 2015 with the Ontario Ministry of Health and Long Term Care, Public Health Ontario, Ontario Poison Control Centre, and local health units to identify the roles and responsibilities of the various government health related agencies for the response to chemical incidents.

The CEPRU hosted a half day orientation on the Health Portfolio Chemical Emergency Response Plan Annex in September 2014 and in May 2015. The Target Audience was Health Portfolio staff in Ontario region, including the Environmental Health Program (EHP) Staff, Laboratories and Communications, as well as provincial representatives from the ministry of health, public health and poison control. The Radiation Protection Bureau, in collaboration with the Agency, led the development of the multi-departmental Validex nuclear exercise series, including Exercise Cool Breeze and Unified Response, a full-scale multi-jurisdictional exercise that took place in May which tested operational plans. Operational plans were finalized and tested through a series of specific Health Portfolio exercises.

Staff deployment plans to the Health Portfolio Operations Centre (HPOC) and Regional Emergency Coordination Centre were completed and implementation started in the new fiscal year as the lead up to the Toronto 2015 Games. The Radiation Protection Bureau will deploy the FNEP Duty Officer or an alternate to the HPOC, as needed.

The Department participated in the Safety and Security Working Group (SSWG), as well as the Essential Federal Services Working Group (EFSWG), towards Games-time planning coordination and determination/ confirmation of services and requirements. The Department will finalize input in the Federal Safety and Security Plan in 2015–16.

As above, the Department participated in a number of Health Portfolio specific exercises as well as the province's integrated tabletop exercise in October 2014. The Department was also involved in the planning for the final provincial integrated exercise. The Radiation Protection Bureau, in collaboration with the Agency, led the multi-departmental Validex nuclear exercise series, including the delivery and evaluation of Exercise Cool Breeze and Unified Response. Other exercises have taken place that allowed the testing of operational plans and procedures, including field team exercise drills at Borden (November 2014).

Identified gaps were addressed and operational plans confirmed. More specifically, a Declaration Form was developed and shared with teams requesting information be provided to Health Canada in advance of the Games about the health products to be imported into Canada. The form will enable Health Canada to identify products containing controlled substances and precursor chemicals that require specific regulatory exemptions, and to identify any potential issues prior to importation of therapeutic products such as drugs, medical devices and natural health products. This process will facilitate teams entering Canada during the Games. Initiate planning and development of federal plans to support disease prevention and injury, and promotion and protection of national and public health in relation to the staging of the Toronto 2015 Games.

Plan and coordinate public health and emergency social services including medical countermeasures with the province in collaboration with the Ontario Public Health Agency, the Ontario Ministry of Health and Long Term Care, the Ontario Ministry of Community and Social Services, the Office of the Chief Medical Officer of Health and with local jurisdictional health and public health institutions.

Develop plans to mobilize Quarantine officers in 2015-16 to augment current capacity in the region to support assessment capacity of travelers to Canada at ports of entry.

Assess and determine needs and develop plans to enhance operations, surge capacity and enhanced surveillance of public health risks in 2015-16 at the Health Portfolio Operations Centre.

Develop specific contextually-appropriate training and exercise activities to support readiness of the Health Portfolio Operations Centre to support provincial and municipal efforts.

Finalize plans to ensure 24/7 capacity for information gathering, risk assessment and management, readiness to deal with public health emergencies and the provision of support to provincial and local jurisdictional authorities immediately before, during and immediately post Games-time.

The Ontario Health Portfolio Regional Office will act as local platform for planning and regional service delivery during the Toronto 2015 Games. It will engage with federal departments and agencies through regional collaboration to ensure coordination that will include the deployment of Liaison Officers to the Provincial Emergency Operations Centre (PEOC) and Ministry Emergency Operations Centre (MEOC).

Plans for a Regional Operations Coordination Centre will be developed for implementation in 2015-16. These will include ensuring Health Portfolio surge capacity and exercises with the health sector in Ontario.

Plans will be finalized to augment the Global Public Health Intelligence Network's surveillance in 2015-16 to detect, analyze and disseminate information about health events to appropriate federal and provincial departments and health authorities.

Efforts will commence to enhance and/or develop, as well as deliver contextually-specific, applied epidemiology/mass gathering surveillance and outbreak management training and tools for departmental epidemiologists who will be providing surge capacity to local jurisdictions in support of the safe staging of the Toronto 2015 Games.

Planning related to the mobilisation of staff to support applied epidemiology will also begin.

The Agency will assess needs for medical equipment and supplies (medical countermeasures) and develop plans to ensure the National Emergency Strategic Stockpile program is ready to pre-position accordingly in 2015–16.

The Health Portfolio will:

Collaborate with the RCMP to determine and finalize plans for pre-deployment or deployment readiness of the National Microbiological Laboratory and services to support the RCMP's National CBRNE Response Team and the pre-positioning and staffing of the Microbiological Emergency Response Team.

Develop and finalize plans for provincial Health Responder Training and Exercise Programs in order to provide health surge capacity to support local jurisdictions.

Needs were assessed in relation to surge capacity within the Health Portfolio Operations Centre through consultations with Health portfolio program areas. Plans were developed to ensure enhanced operations and surveillance of public health risks leading up to and during the Toronto 2015 Games.

Contextually- appropriate training and exercises to ensure readiness have been completed. See additional input below for details.

Plans are in place to support coordination with the Government Operations Centre of Public Safety for all health events and emergencies impacting, or with the potential to impact, the Toronto 2015 Games.

Plans completed to ensure 24/7 information gathering capacity, risk assessment and management and overall readiness to support provincial and local authorities in response to public health emergencies immediately before, during and immediately post the Toronto 2015 Games.

The Ontario Health Portfolio Regional Office has been engaged in local planning and regional service delivery as may be necessary during the Toronto 2015 Games.

The plans for the Regional Emergency Coordination Centre have been completed and will be implemented in 2015–16.

Augmentation plans for the Global Public Health Intelligence Network's (GPHIN) surveillance are complete and will be implemented in 2015–16, to detect, analyze and disseminate information about health events to appropriate federal and provincial departments and health authorities. The Agency through GPHIN participated in the Public Health Surveillance Operationalization Working Group to ensure the appropriate linkages with the Agency and local, provincial and federal partners.

The Agency provided training and tools for public health surveillance and outbreak response in mass gatherings to about 20 deployable Agency resources and to about 120 Ontario public health partners at the provincial and local level to facilitate the design, implementation and use of public health surveillance to inform public health action during the Games.

Field Epidemiologists, Public Health Officers and other Agency resources are ready to be mobilised to provide applied epidemiological support as needed.

Needs assessment for medical equipment and supplies was completed and the plans for deployment/pre-positioning in 2015–16 were completed.

Collaboration continued and planning completed with the RCMP to ensure deployment readiness of the National Microbiological Laboratory, its services and staff.

Plans for provincial Health Responder Training and Exercise Programs completed in March 2015 at Toronto Centennial College: Mass Casualty Exercise, based on the Toronto 2015 Pan Am Games preparation. The items covered included Heat Wave- Extreme Weather- Tornado; multiple trauma. Estimated 450 participants (1st Receivers) from Greater Toronto Area. Included 2 simulated Emergency Operations Centres (municipal and hospital).

Discussions between provincial and local health authorities to determine the number of health professionals and expertise required to ensure readiness of provincial health care providers did not identify the requirement for the Agency to provide support and assistance. Should the need arise, the Federal, Provincial and Territorial Operational Framework for Mutual Aid Requests (OFMAR) for Health Care Professionals (completed in Dec 2013) may be implemented to support the coordination of inter-jurisdictional emergency health care professional mutual aid if required by the province of Ontario during the Games. The Agency's Centre for Emergency Preparedness and Response's role will be to provide support in coordinating requests for mutual aid.

The Agency participated in the SSWG as well as the EFSWG towards Games-time planning coordination and determination/ confirmation of services and requirements. The Agency will finalize input in the Federal Safety and Security Plan in 2015–16.

The Agency coordinated the Public Health and Law Enforcement Workshop: Information Sharing on Public Health Events of Potential Bioterrorist Concern– which was a hands-on, interactive professional training activity facilitated by Agency staff as well as national and international experts in areas of identifying, detecting, assessing and responding to public health events of potential bioterrorist concern. This event was held in March 2015.

The Agency developed a number of Health Portfolio specific exercises all of which were based on TO2015 scenarios. Participation was limited to Health Portfolio Staff. This exercise provided an opportunity for staff to consider various events that could take place during the Toronto 2015 Games while considering the appropriate Department's plans that could support such events.

Public Health Agency of Canada, in collaboration with the Radiation Protection Bureau, led the Government of Canada's participation in the multi-departmental Validex nuclear exercise series, including the delivery of Exercise Unified Response, a full-scale multi-jurisdictional exercise that took place in May 2014.

In addition the Agency, through the Ontario Regional Office, participated in the province's integrated tabletop exercise, Sustainable Spirit in October 2014, to support security efforts for efficient and coordinated delivery of EFS by the Government of Canada. The Agency was also involved in the planning for the final provincial integrated exercise, Celebratory Spirit, taking place in April 2015.

Identified gaps were addressed and operational plans confirmed. The Health Portfolio led the evaluation and implementation of lessons learned from the Validex full scale exercise. The RCMP FSC and FFC continued their federal coordination support and liaison role between federal departments and agencies, the Ontario Provincial Police (OPP), and the Integrated Security Unit (ISU), to assist in the development of security plans for the Toronto 2015 Games. Federal coordination continued with the RCMP facilitating meetings between the ISU and federal partners, including: Transport Canada (TC) for TC-specific threat risk assessments on Games venues, as well as subject matter expertise in relation to air, rail and transportation of dangerous goods; Environment Canada (EC) for confirmation of weather products to assist with security planning and presence in the Unified Command Centre (UCC) at Games-times; and, the RCMP Chemical Biological Radiological Nuclear and Explosive (CBRNE) National Response Team, and federal partners for CBRNE support if required based on the threat assessment.
         

The RCMP will also continue to carry out their federal policing mandate, the protection of Internationally Protected Persons (IPPs), Border Enforcement and National Security and Threat Assessment.

The RCMP FSC will continue to work on-site in an integrated capacity within the Ontario Provincial Police-led Integrated Security Unit.

The RCMP FSC will continue to manage, coordinate and integrate information within the federal milieu and act as a liaison between the federal departments/ agencies and law enforcement partners within the Ontario Provincial Police-led Integrated Security Unit. The FCS and FCC will support the planning and development of Toronto 2015 Games Security Plan being developed and finalized by the lead security Agency, the Ontario Provincial Police, along with their Integrated Security Unit security partners, including municipal police forces.

The RCMP FSC will provide oversight of the RCMP Security Accreditation Management System (SAMS) technology and expertise to meet the accreditation commitments. The SAMS expert/consultant will continue to support the use of SAMS technology by the federal departments and the Integrated Security Unit of the Ontario Provincial Police, to support accreditation.

The RCMP FSC will oversee all planning, implementation and use of RCMP SAMS technology and expertise for the Games, including both federal and Integrated Security Unit aspects, and linkages to TO2015. The RCMP will also provide full support to the lead security agency with respect to their access and use of the SAMS.

Further develop and finalize the memorandum of understanding /agreement with the Ontario Provincial Police and provide RCMP oversight, support and access to RCMP Event Management System (EMS) technology and expertise for the Toronto 2015 Games security planning and coordination.

The RCMP has entered into an agreement to provide a Threat Assessment to be shared with the Ontario Provincial Police (OPP)-led Joint Intelligence Group (JIG).

The FSC has remained integrated with the OPP-led Integrated Security Unit (ISU), providing direct linkage between the ISU law enforcement partners and federal departments /agencies.

The RCMP FSC has co-chaired, with Public Safety Canada, the Safety and Security Working Group. The FSC has confirmed Games-time planning coordination and determined services and requirements of the RCMP and the federal partners. Key accomplishments in 2014–15 include: confirming ISU security related requests for assistance from federal department; continuing to integrate information within the federal milieu; and, act as a liaison between the federal departments /agencies and law enforcement partners within the OPP-led ISU and the JIG.

The FSC and FFC have continued working with the ISU, and the nine (9) police agencies having Games venues jurisdiction to finalize completion of Games-related security plans and procedures. Support has been provided to the ISU to assist in finalization of security plans and procedures, including: provision of an RCMP Games-time file management manual and expertise for Games-time communication; procedures and reporting; engaging TC to provide subject matter expertise regarding unmanned aerial vehicle regulations; development of threat assessments; use of RCMP Perimeter Intrusion Detection system (PIDS); and operational planning templates for venues and presence of IPPs.

The FSC continued to provide oversight of the RCMP Secure Accreditation Management System (SAMS) technology and expertise to meet accreditation commitments. An RCMP SAMS expert was seconded to the ISU and provided operational and technical subject matter expertise to the OPP, federal departments, and TO2015 to support accreditation. The RCMP leads the Accreditation Screening and Verification Team (ASVT) on behalf of the OPP and provided SAMS access and support to the ISU, Federal departments /agencies and TO2015.

MOU between the RCMP and the OPP was finalized for oversight, support and access to EMS technology and expertise for planning and coordination. All ISU partners are using RCMP EMS for security planning during Games-time.

Ongoing collaboration with other federal departments to ensure that RCMP mandates with respect to IPPs, Border Enforcement, National Security and Threat Assessments are met. Collaboration also includes the provision of IPP Ops plan templates to the ISU and information regarding IPPs expected at Games-time. The RCMP has worked with the ISU and federal partners from CIC, CBSA and CSIS on accreditation (entry of persons /goods) related to the Pan Am Games. The RCMP has worked with the ISU and federal partners on the firearms working group, to ensure federal and provincial compliance and has facilitated engagement between the ISU partners and RCMP National Security to ensure that an information and intelligence exchange is in place before and during Games-time.

Planning has continued in preparation for any IPPs expected to be in attendance. Communication is ongoing between DFATD, TO2015 and RCMP Protective Services to identify /confirm visiting IPPs. The RCMP continues to share information with RCMP partners from Protective Operations, RCMP Threat Assessment, RCMP National Security and the OPP-led JIG, to ensure all are aware of potential impact.

The RCMP has completed planning and development of the Toronto 2015 Pan American and Parapan American Games Accreditation /Identity card through the Pan American and Parapan American Accreditation Working Group Accreditation Card Design Committee. Processes were completed during 2014–15 and the submission of applications began in the final quarter of 2014–15. Processing is well underway.

Security assessment process with CSIS was confirmed for accreditation. Technical expertise was provided to assist with interface between RCMP SAMS, CIC's Global Case Management System, and TO2015 Games Management System to fulfill federal accreditation and identity card commitments.

The RCMP FSC has continued to co-chair, along with Public Safety Canada, the Safety and Security Working Group. The FSC has ensured interdepartmental collaboration and coordination for safety and security related to the Toronto 2015 Games, including the federal Safety and Security Plan.

The RCMP has confirmed the process and installed the infrastructure to support the sharing of intelligence between federal departments /agencies and the ISU security partners within the ISU JIG.

Comments on variances: Planned spending figures reported above include EBP costs of 20% and PWGSC Accommodation costs of 13% where applicable.

An actual variance of $353,707 exists between the total amount committed for the initiative ($48,872,761) and the allocation across the participating federal organizations ($48,519,054) to date. This $353,707 was retained for contingency purposes in the fiscal framework to ensure delivery of the essential federal services. This amount may be accessed in the future to offset funding pressures of participating organizations.

Actual spending amounts reported above include only the actual proportionate share of EBP and PWGSC Accommodation costs incurred against spent salary dollars. The variance between planned and actual accommodation costs incurred are considered sunk cost lapses as they are provided directly to PWGSC based on the planned salary estimates. The sunk cost lapses for accommodation in 2014–15 include, in real dollars: $11,250 for the Canada Border Services Agency, $52,408 Citizenship and Immigration Canada, $48,953 for Health Canada, $25,646 for the Public Health Agency of Canada and $71,994 for Transport Canada for a total of $209,251.
