Department of Canadian Heritage
This note outlines recommended outreach and actions for the first 90 days of your mandate.
1. Government of Canada
- You will receive a mandate letter from the Prime Minister which outlines his expectations and priorities for your Ministry and Portfolio going forward. In addition, a Minister responsible for official languages and a Minister responsible for diversity and inclusion and youth have been appointed, whose mandates also fall within the Department’s purview.

A. Minister of Finance
- The Government’s electoral commitments include a number of new investments and activities that fall within the mandate of Canadian Heritage and its Portfolio organizations. In late November or early December, the Department of Finance will send a formal call-out to launch the Budget 2020 process. In the coming weeks, the Department will bring forward a Budget package for your approval, which will contain proposals for your consideration that relate to your mandate, electoral commitments, and related departmental and Portfolio requests. You may also wish to bring forward joint proposals with other Ministers.

B. Minister of Innovation, Science and Economic Development Canada
- There are several areas of shared responsibility between Canadian Heritage and the Department of Innovation, Science and Economic Development (ISED), including telecommunications, broadcasting, copyright, tourism and foreign investment.
- The Government will be expected to respond quickly to the January 2020 release of the recommendations of the Broadcasting and Telecommunications Legislative Review Panel, in addition to two recent Parliamentary Committee reports that relate to copyright.
- Canadian Heritage and Innovation, Science and Economic Development Canada work closely to develop and negotiate copyright related issues in trade agreements (e.g., Canada – United States – Mexico Agreement; Comprehensive and Progressive Agreement for Trans-Pacific Partnership; Comprehensive Economic and Trade Agreement) and in multilateral treaty negotiations (e.g., copyright treaties at the World Intellectual Property with the European Union Organization).
- You are responsible for the Investment Canada Act (the Act) with respect to foreign investments in the cultural sector, including issuing related ministerial opinions. Your colleague is responsible for administering the Act with respect to foreign investments in all other sectors of the economy, as well as its enforcement.
C. Global Affairs Canada
- Areas of collaboration include cultural trade and cultural diplomacy policy issues, as well as active trade negotiations (i.e., Mercosur free trade agreement, World Trade Organization e-Commerce initiative), where Canadian Heritage plays a key role in supporting Global Affairs Canada by providing cultural expertise and co-leading trade talks.

3. Intergovernmental/International Agreements or Decisions

A. CUSMA Implementation
- On November 30, 2018, Canada, the United States and Mexico signed the Canada-United States (U.S.)-Mexico Agreement (CUSMA), which contains commitments relating to broadcasting and copyright. The CUSMA Implementation Act may be re-introduced when Parliament resumes sitting. You will be asked to approve or support regulatory proposals and bring them forward to the Governor in Council to support implementation of the broadcasting and copyright commitments.
B. UN General Assembly
- A resolution on the rights of Indigenous peoples was adopted by consensus at the Third Committee of the UN General Assembly (UNGA) on November 7, 2019. The same resolution will be considered again for adoption at the UNGA plenary session in December. This resolution includes two paragraphs in support of proclaiming an International Decade of Indigenous Languages (2022-2032), [REDACTED] A similar resolution may also be adopted at the UNESCO General Conference taking place from November 12-27, 2019.

A. Digital Citizen Initiative – Digital Citizen Contribution Program (DCCP)
- The Digital Citizen Initiative (DCI) supports democracy and social cohesion in Canada by building citizen resilience against online disinformation and building partnerships to support a healthy information ecosystem. The DCI has recently launched its second phase, a four-year research initiative to help Canadians understand online disinformation and its impact on Canadian society, and to build the evidence base that will be used to identify possible actions and future policy-making in this space.

C. Approval of Canada Day 2020 headliner artists by the end of January 2020
- Canada Day celebrations in Canada’s Capital region feature many artists who represent Canada’s diversity, including a headliner artist. It is important to secure the headliner artist as early in the new calendar year as possible to ensure their availability and at an affordable rate. Options of potential artists will be presented to your office in early January for consideration.

E. State Funerals
- Canadian Heritage is responsible for the planning and implementation of state funerals and national commemorative ceremonies. State funerals are public events that may be held to honour and commemorate present and former governors general, and present and former prime ministers and sitting members of the Ministry. In addition, any eminent Canadian may be offered a state funeral at the discretion of the Prime Minister. National commemorative ceremonies are held to honour special Canadians, members of the Royal Family, or citizens from another country who have had an impact on Canada’s public life.

C. Court Challenges Program

7. Departmental Operations and Financial Management
A. 2019-20 Final Supplementary Estimates
- The Supplementary Estimates seek authority for revised spending levels that Parliament will be asked to approve in an Appropriation Act, and they provide Parliament with information on changes in the estimated expenditures to be made under the authority of statutes previously passed by Parliament.

- The Chief Financial Officer is responsible for the overall approval of the final page proofs of the Supplementary Estimates and is required to provide assurance that you and Deputy Minister have been briefed and are in agreement with all items requested through these estimates. Your approval for to any Supplementary Estimates items from the Department of Canadian Heritage and from the Portfolio agencies and Crown corporations will be sought in early January 2020.
- The President of the Treasury Board will table Supplementary Estimates to obtain the authority of Parliament to adjust the Government’s expenditure plan, as reflected in the Estimates for that fiscal year. The 2019-20 Final Supplementary Estimates are to be tabled in Parliament as early as the end of January 2020.
B. 2020-21 Main Estimates
- The Main Estimates provide a detailed list of the required resources by department and organization for the upcoming fiscal year in order to undertake the programs they are responsible for. The authority of Parliament is needed to approve the Government’s expenditure plan, as reflected in the Estimates for that fiscal year.
- The Chief Financial Officer is responsible for the overall approval of the final page proofs of the Main Estimates and is required to provide assurance that you and Deputy Minister have been briefed and are in agreement with all items requested through these estimates. - Delegation can apply to a variety of program delivery models, where the activities are routine and non-controversial, where there is minimal assessment needed on files or where there are named/identified recipients:
- Formula funding is calculated using criteria such as previous year’s sales, number of publications, matching funds (e.g., Publishing Support component of the Canada Book Fund).
- Statutory funding and named-recipients as identified in the terms and conditions of the program (e.g., La Fondation MusicAction).
- Low risk (under $75K per year) funding for programs undertaking recurring activities who may often be repeat clients (e.g. local festivals under the Building Communities through Arts and Heritage Program).
- A new financial delegation for the Department will be presented to you within 90 days of your appointment.
9. Reports to be Tabled
- A number of legislated annual reports will require your signature for the purposes of tabling in Parliament. These reports include:
- 16 Annual Reports pursuant to the Access to Information Act and the Privacy Act within the first 15 sitting days, by February 5, 2020;
- 5 Annual Reports pursuant to the Service Fees Act, by December 13, 2019;
- 5 Canadian Heritage Portfolio organizations’ Departmental Results Report (DRR) for 2018-19 (you sign these documents, but are tabled to Parliament by the President of the Treasury Board);
- 2018-19 Annual Report on the Operation of the Canadian Multiculturalism Act, by February 7, 2020; and

1. Amendments to the UNESCO Convention Against Doping in Sport
- A new Prohibited Substance List is published yearly by the World Anti-Doping Agency and comes into force on January 1st of every year. The list becomes an Annex to the UNESCO Anti-doping Convention and needs to be tabled in the House of Commons and signed by you by mid-December, 2019.
- Canada has signed the UNESCO Convention and is bound by this process, as led by Global Affairs Canada.
2. Federal-Provincial/Territorial (FPT) Sport Meeting Decisions
- The F-P/T Ministers’ of Sport Conference will be held in Whitehorse, Yukon, in March 2020. A number of decisions will need to be taken from a federal perspective prior to the meetings.

3. Canadian Delegation for Tokyo Olympic and Paralympic Winter Games
- For each Olympic and Paralympic Games, the Government of Canada sends an official delegation, typically, you as the Minister responsible for sport plus one guest. To respect the Tokyo Organizing Committee’s timelines, the Canadian Olympic Committee and the Canadian Paralympic Committee request that Sport Canada provide them with participant and accreditation information related to any potential Games participant by January 24, 2020. The 10th meeting of the Commonwealth Ministers of Sport is held prior to the Olympic Games (date and location are still TBD).

1. Ministerial Appointment for Toronto 2015 Legacy, Games Operating Trust
- You have the responsibility to name one federal representative to the Toronto 2015 Legacy, Games Operating Trust – the organization that manages the legacy funds from the Toronto 2015 PanAm and ParaPanAm Games.
- The appointment is requested by end of November 2019, as one of the two Government of Canada appointees is stepping down at the end November and the second appointee is up for renewal at the end of November.
