Memorial to the Victims of Communism — Canada, a Land of Refuge
The Memorial to the Victims of Communism – Canada, a Land of Refuge recognizes Canada's international role as a place of refuge for people fleeing injustice and persecution. It honours the millions who suffered under communist regimes.
The Memorial’s main feature is the “Arc of Memory", a sculptural array of more than 4,000 metal rods configured on two gently curved wall-like frames intended to express the vastness of people’s suffering under communist regimes. The work also invites visitors to reflect on Canada as a free and welcoming country.
The Memorial is located just west of the terraces of the Garden of the Provinces and Territories in Ottawa. The intimate site borders Confederation Boulevard and the Parliamentary and Judicial Precincts. It is situated near key federal institutions, including Library and Archives Canada.
The design team included a group of architects and landscape architects that included Paul Raff (artist and architect), Michael A. Ormston-Holloway (designer and certified arborist), Brett Hoornaert (landscape architectural intern) and Luke Kairys (landscape architect).
Canadian Heritage facilitated the development of the monument in partnership with Tribute to Liberty. It was inaugurated in December 2024.
The Government of Canada will continue its due diligence to ensure all aspects of the Memorial remain compatible with Canadian values on democracy and human rights.
