Bulletin: Updated Video Encoding Guidelines

Gatineau, May 30, 2022

NOTE: This bulletin replaces the Video Encoding Guidelines that were published on February 10, 2020.

Introduction

Applicants must now upload copies of productions to the online application system. DVDs and USB flash drives are no longer accepted. Over the past 12 months, 94% of CPTC applications have included uploaded videos. There is no maximum file size, but if you do encounter a problem, see the troubleshooting section for tips.

Recommended settings

CAVCO does not require a high-resolution version of the production. The quality of the uploaded videos must be good enough so screen credits are legible. To confirm this, it is recommended that all compressed video files are previewed before submitting them.

The following file compression guidelines are suggested when preparing a video file for a CAVCO application:

File Size:
No maximum, but see the Troubleshooting section
Format:
MP4
Video Codec:
H.264 (High profile)
Frame Rate:
Same as source
Frame Size / Resolution:
640 x 480 for SD, 1280 x 720 for SD
Fields:
Progressive
Video Bitrate:
600 Kbps / 0.6 Mbps (Variable)
Audio Channel:
Stereo
Audio Codec:
AAC
Data Rate:
128 Kbps
Sample Rate:
44 kHz

Security of videos

Video files uploaded with CAVCO applications are stored on a secure server and are not accessible to anyone other than authorized CAVCO staff.

Troubleshooting

There can be several reasons why a video may not upload. If you experience a timeout error when uploading, your internet connection speed may be too slow. You will likely get a better speed with a wired connection to your modem or router compared to Wi-Fi. You may experience a timeout error at file sizes greater than 512 MB. If this happens, split your video file into smaller files. Updating your web browser to the most current version may also help.
