Background
The Action Plan 2023–2028 provides for additional investments of $1.4 billion over five years, in line with Budget 2023, for 33 new or enhanced initiatives. This brings the total official languages investment up to $4.1 billion in 82 initiatives by 2028. The Dashboard provides an overview of federal official languages funding and the associated results. It supports transparency and a clearer understanding of investments and their impacts on official language minority communities (OLMCs).
The modernized Official Languages Act (the Act) provides for strengthened reporting and greater transparency and accountability on the part of federal institutions with respect to official languages spending. Strengthened accountability allows for more informed decision-making and policies and programs that are more responsive to the needs of communities.
The Dashboard is intended for members of the Canadian public who have an interest in official languages. It has been designed to be accessible to as many people as possible.
Methodological considerations
Data collection methods
The data collection is based on a common methodology developed by PCH, in collaboration with the Action Plan 2023–2028 federal partner institutions. Each year, the 19 partner institutions are required to submit reports to PCH. This information is then used in preparing the Annual Report on Official Languages, as well as related products (this dashboard, for example).
The partner institutions ensure that all the data submitted undergoes a thorough verification and approval process. Each year, the data submitted to Canadian Heritage includes data from final reports on grants and contributions to non-governmental organizations, data from reports produced under federal-provincial/territorial agreements, and various administrative data. The Action Plan 2023–2028 federal partner institutions validate this information using reports from their internal systems.
Limitations of the information presented in the Dashboard
The Dashboard does not present a comprehensive analysis of the data. It is one of several tools, including the annual reports on official languages of Canadian Heritage and those of the Treasury Board of Canada Secretariat, all of which contribute to presenting the impacts of federal official languages activities and investments on Canadian society.
Note that there may be discrepancies between the data in the Dashboard and those reported in the Public Accounts of Canada:
- The Public Accounts of the Government of Canada present, for each department or agency, a partial spending total, by program, for grants, contributions and other transfer payments.
- The Action Plan initiatives include not only these amounts but also operational spending, and can sometimes combine funding from multiple sources, offering a more accurate initiative-level view.
- These two sources are complementary: they are based on different methodologies and are intended to enhance transparency in the use of public funds.
The Dashboard is limited to the initiatives included in Action Plan 2023–2028 and does not provide a comprehensive inventory of all Government of Canada official languages investments. Note that, due to the nature of official languages programs and initiatives, detailed tracking of each dollar allocated to a given initiative can at times be challenging. The Action Plan 2023–2028 partners are committed to rigorous and transparent reporting. However, a number of factors can affect the level of detail available; hence the importance of combining existing sources of information and looking at the data as a whole.
Ultimately, the Action Plan partners are responsible for their own data. For further information, users may contact the federal institution responsible for a given initiative.

Glossary
This section presents the terms, acronyms and initialisms specific to Action Plan for Official Languages 2023–2028 used in the Dashboard. To streamline the Dashboard, a number of terms have been abbreviated, and the amounts are all displayed in millions of dollars (no decimals).
Terms and definitions
- Renewed or historic investments
- “Renewed or historic investments” refers to the 49 renewed or historic initiatives listed in Annex 2—Context – Historical Funding Renewed for 2023–2028 ($2.7 billion) and Time-Limited Funding—of the Action Plan 2023–2028.
- New investments
- “New” investments refers to the 33 new or enhanced initiatives listed in Annex 1—Summary of the Government of Canada’s New Investments in Official Languages—of the Action Plan 2023–2028. This represents the additional investment of $1.4 billion over 5 years.
- Operations
- Funds related to the administration component of the management of programs and implementation of initiatives by the Action Plan 2023–2028 federal partners.
- Transfers (G&C and P/T)
- Funds related to grants and contributions, and transfers to provincial and territorial governments.
- Breakdown of spending by recipient category
- This is a breakdown, or disaggregation, of transfer payments only. The breakdown of spending by recipient category does not include federal investments in operations.
- Category: NGO (programming)
- Non-governmental organizations (programming) – Funds transferred to non-governmental organizations to support their day-to-day operations. These funds are often used for core funding of the organization or for operations.
- Category: NGO (projects)
- Non-governmental organizations (projects) – Funds transferred to non-governmental organizations to support one-time projects that do not require ongoing funding.
- Category: P/T Governments
- Provincial and territorial governments – Direct transfers to provincial and territorial governments, the terms and conditions of which are generally established through federal-provincial/territorial agreements.
- Category: Individuals
- Funds transferred directly to individuals (e.g., scholarships). Please note that the individuals’ names cannot be disclosed for confidentiality reasons.
- Category: Other
- Any funding that does not correspond to the four categories of recipients above (e.g., municipalities).
- Total actual spending not broken down
- Actual spending not broken down by province or territory: This section is used to report any actual spending that cannot be attributed to a specific province or territory, such as funding to national/pan-Canadian organizations, activities that span multiple regions, or when detailed data by province or territory is not available. The objective is to ensure a complete representation of Action Plan spending even when an exact regional breakdown is not available. This data is essential to understanding any differences between overall spending and the total spending broken down by province or territory.
