The Canadian Armed Forces (CAF) Systemic Racism Class Action (SRCA) Coordinating Committee plays a central role in supporting the implementation of the Systemic Relief Measures (SRM) outlined in the SRCA Final Settlement Agreement (FSA).
Its mandate is to provide advice, guidance, and direction on the design and implementation of the SRMs that form part of the SRCA FSA, as well as to report on SRMs implementation to the Chief of Defence Staff and Deputy Minister.
The Committee provides an anti-racist approach to the design and implementation of the SRMs, including through the prioritization of Class Members’ perspectives and lived experiences in the development, implementation, and monitoring of systemic changes across the Defence Team.
The Committee brings together representatives from across the Department of National Defence, the CAF, external subject matter experts in anti-racism, and Class Members Representatives.

Selection process for Class Members Representatives
Class Member Representatives have a crucial role as part of the Committee. Through their participation, Class Member Representatives’ perspectives and lived experiences will be sought in support of implementing the SRMs as outlined in the SRCA FSA.
Class Members Representatives are current and former CAF members who are considered Class Members of the SRCA as per the FSA:
- All persons who served as a CAF member at any time between April 17, 1985, and January 10, 2025, for any duration; and
- assert that they experienced racial discrimination and/or racial harassment in the context of their military service.
In spring 2025, a call-out was issued for Class Members of the SRCA who wished to serve as Representatives on the Committee. A fair, inclusive, and anonymized process was used to identify a diverse group of candidates from these applications. After further review by an internal multidisciplinary selection committee to ensure balance and alignment with the SRCA FSA, nine Class Member Representatives were selected to join the Committee.

Major (Retired) Douglas Austin, MSM, CD
Austin Douglas, MSM, MBA, is a Canadian Armed Forces veteran with deployments in Afghanistan and the Balkans. He currently serves as Director of Government Relations and Growth at General Dynamics Mission Systems–Canada, where he supports major Canadian Army programs and helps strengthen the company’s key strategic partnerships across the defence sector.
Major Stéphana Demers, CD, ADC, DStG
Major Stéphana Demers, originally from Haiti, joined the Primary Reserve in 2000 and transferred to the Regular Force in 2017. A finance officer who has held key appointments, she currently serves as Deputy Chief of Staff, Chief Joint Capability Integration, and remains actively engaged in her community.
Master Warrant Officer (retired) Jason (Jay) Henry, CD, MPA
Jason (Jay) Henry’s experience aligns directly with the committee’s focus on systemic racism and relief measures. He brings practical insight into how systemic barriers manifest in large institutions and the policy levers required to address them. His background supports the development of actionable recommendations that emphasize accountability, inclusivity, and measurable outcomes.
Corporal Beverly Ng-See-Quan
Beverly Ng-See-Quan was born in Georgetown, Guyana, grew up in Toronto, and now resides in Ottawa. She is a Financial Services Administrator with the Aerospace Engineering Test Establishment and deployed on HMCS Toronto for Op Reassurance in 2020, bringing dedication, experience, and professionalism to her role. Beverly pursued her education as a Correctional Worker, building a strong foundation in rehabilitation, social justice, and compassionate support for individuals navigating difficult circumstances.
Captain Ram Sharma
Captain Ram Sharma is a Canadian Armed Forces Signals Officer who currently serves as Canadian Armed Forces Recruitment Centre (CFRC) Edmonton Detachment Commander. His previous roles include Adjutant and Operations/Training Officer at 41 Signals Regiment, and Deputy Operations and Training Officer at 76 Communication Regiment, where he supported national-level communications capabilities and training for more than 400 personnel. He holds a mathematics degree from the University of Alberta.
Lieutenant-Commander Nathaniel Sukhdeo
Lieutenant-Commander Nathaniel Sukhdeo is a Naval Warfare Officer in the Royal Canadian Navy, serving in the Naval Reserves at HMCS Malahat in Victoria, British Columbia. He is an Honorary Aide-de-Camp to the Lieutenant Governor of British Columbia, and in his civilian life, is a practicing lawyer. He is currently pursuing a PhD in Law at the University of Victoria with a research focus on digital security and democratic resilience.
Sailor 1st Class Tara Thomas
Tara Thomas is a Canadian Armed Forces professional whose career spans aviation, naval operations, and military imaging, reflecting over a decade of service across multiple environments. She joined the CAF in 2015 as a steward, serving as the Commanding Officer’s Steward aboard HMCS Calgary and later as a Flight Steward Trainer with 437 Squadron. Following the closure of the Steward occupation, she completed a compulsory occupational transfer to Imagery Technician. She is currently posted to Canadian Forces Support Group and is tasked to the Canadian Forces Training Development Centre in Borden, Ontario, where she instructs on the Imagery Technician Private Ranking Qualification course.
Major Kevin H. Vieneer, CD
Major Kevin Vieneer has been a Cadet Instructor Cadre Officer for over 27 years. He is a member representing visible minorities for the National Diversity and Inclusion Advisory Group with the Cadets and Junior Canadian Rangers Support Group under the Vice Chief of Defence Staff. He has also served on several municipal anti-racism taskforces and team resource groups in private industry for over 15 years.
Meetings and activities
March 19, 2026: Inaugural meeting
The inaugural meeting on March 19 marked the formal establishment of the SRCA Coordinating Committee as the primary collaborative governance forum supporting the implementation and oversight of the SRMs as mandated under the FSA.
The session established a shared understanding of the Committee’s mandate, governance framework, and expectations for engagement. Emphasis was placed on trauma-informed practices, psychological safety, and the integration of lived experiences, contributing to early trust building and credibility with Class Member Representatives.
The meeting also provided initial strategic orientation on both SRMs, Research and Analysis and Restorative Engagement, including their objectives, methodologies, and expected contributions to institutional culture change.
